FUNCTION OF WORK:To perform complex advanced technical tasks in the Office of Regulatory Services.
LEVEL OF WORK:SUPERVISION RECEIVED:Broad from ORS Supervisor.
SUPERVISION EXERCISED:May serve as leadworker over lower level ORS staff.
LOCATION OF WORK:Department of Labor, Office of Regulatory Services.

Differs from lower level specialists by complexity of job assignments and/or responsibility for multiple functions.

Independently communicates with the public and agency personnel on any matter relating to the Office of Regulatory Services programs and functions.
Performs tasks related to unemployment insurance, unemployment taxes, program compliance and bankruptcies.
Adjudicates interstate claims and renders non-monetary determinations based on examination of records and information obtained through correspondence and/or telephone contacts.
Receives and processes reimbursements for overpaid unemployment insurance claims including reconciliation of accounts.
Independently review and analyze information available. Determine employer liability. Establish or correct experience tax rates, especially on problem or difficult cases created by the computer system or human error.
Independently maintain and establish employer records, making necessary changes and corrections affecting employers liability, address of record, benefit charges and experience tax rates.
Serves as a program auditor, determines whether claims for Unemployment Insurance benefits were properly processed and paid and prepares standardized report of review finding.
Conducts random program and quality control audits of Office of Regulatory Services programs.
May provide direct/functional supervision, evaluation, direction and guidance of work assignments.
Ensures compliance with all applicable federal and state laws, mandates, policies, precedents, instructions and guidelines for assigned programs and functions.
Participates in training of staff; may assign and review work.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Five years of experience in unemployment insurance, workforce development programs, workers’ compensation, administrative services, or social services; OR
Six years of full-time experience in any field plus two years of experience in unemployment insurance, workforce development programs, workers’ compensation, administrative services, or social services; OR
A bachelor’s degree plus two years of experience in unemployment insurance, workforce development programs, workers’ compensation, administrative services, or social services; OR
An advanced degree in any field or a Juris Doctorate plus one year of experience in unemployment insurance, workforce development programs, workers’ compensation, administrative services, or social services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
