FUNCTION OF WORK:
To perform advanced journeyman work, to ensure public compliance with statutes and programs monitored or administered by the Office of Regulatory Services (ORS).

General from a higher ORS job.

SUPERVISION EXERCISED:
None.

LOCATION OF WORK:
Louisiana Department of Labor, Office of Regulatory Services.

JOB DISTINCTIONS:
Differs from ORS Supervisor by lack of supervisory responsibilities.

Differs from ORS Specialist 2 by greater decision making authority, independence of action and by job performance at the advanced journeyman level per internal criteria.

EXAMPLES OF WORK:

Provides guidance, information and any other program assistance needed.

Receives inquiries from program participants and other interested parties and provides answers to their questions about the program.

Prepares statistical information for program.

Conducts program compliance audits.

Conducts program compliance of employers personnel and payroll and accounts payable records to ensure compliance with statutes. Educates employers in statutory compliance and in enforcement penalties; prepares detailed report of findings for supervisor or manager.

Educates applicants for private employment agency licenses and administers tests for license; serves as liaison for all applicants in a specific area for any contact regarding program; conducts random site audits of agencies for compliance; prepares detailed reports of findings for supervisor or manager.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Five years of experience in unemployment insurance, workforce development programs, workers’ compensation, administrative services, or social services; OR

Six years of full-time experience in any field plus two years of experience in unemployment insurance, workforce development programs, workers’ compensation, administrative services, or social services; OR

A bachelor’s degree plus two years of experience in unemployment insurance, workforce development programs, workers’ compensation, administrative services, or social services; OR

An advanced degree in any field or a Juris Doctorate plus one year of experience in unemployment insurance, workforce development programs, workers’ compensation, administrative services, or social services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
