FUNCTION OF WORK:
To serve as an assistant to the Sanitarian 8 and fully administer one or more statewide environmental and consumer protection programs.

LEVEL OF WORK:
Administrator

SUPERVISION RECEIVED:
Direct line from the Sanitarian 8, Chief Engineer or Deputy Chief Engineer.

SUPERVISION EXERCISED:
Direct line or functional over lower-level Sanitarians.

JOB DISTINCTIONS:
Differs from Sanitarian 6 by responsibility for statewide administration of one or more public health and environmental consumer protection programs.

Differs from Sanitarian 8 by the absence of responsibility for administration of all programs of the Sanitarian Services Section.

Prepares and compiles management progress reports of program work activities for submission to and review by Sanitarian 8, Chief Engineer, or Deputy Chief Engineer.

Directs emergency response activities within the program associated with natural and man-made disasters.

Plan, prepare and submit annual program and organizational unit budgets for adoption. Responsible for monitoring revenue sources and expenditures for the program.

Evaluates pending legislation, rules, and regulations at the state and local level.

Testifies before legislative oversight committees or at public hearings regarding proposed legislation or proposed rulemaking initiated by the agency or by other agencies affecting programmatic activities or interests.

Drafts new or revises current parts of the State Sanitary Code and other rules and regulations as required by law and initiates administrative procedures to promulgate such rules and regulations. Develops standard operating procedures for all activities within a program(s).

Reviews, investigates, recommends and takes appropriate action in personnel matters, such as hiring, complaints, and grievances.

Reviews reports, articles and other written material of an administrative nature.

Develops and presents program to agencies, association, local, state, and federal governmental bodies, schools and universities concerning compliance with and enforcement of the State Sanitary Code and other laws and regulations pertinent to the program(s).

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Possession of a current Louisiana Sanitarian's license plus one of the following, which must include two years of experience at the supervisory level or above:

Five years of experience as a sanitarian; OR

A master's degree in public health, food science, dairy science, environmental or sanitary science, or one of the physical or biological sciences plus four years of experience as a sanitarian.

NECESSARY SPECIAL REQUIREMENTS:
Positions in the Molluscan Shellfish program require that applicants complete the Louisiana Boating Education program and be certified by the Department of Wildlife and Fisheries.
