FUNCTION OF WORK:
Performs as a senior advisor/expert/consultant to provide specialized and technical scientific assistance at the Division, Office, and/or Department levels, by serving as the primary coordinating point for assigned coastal restoration programs, projects, and/or feasibility studies.

This job is designated a Dual Career Ladder job as defined in Civil Service Rules 1.14.1.1 and 5.9, requiring performance of higher-level, more complex duties and possession of advanced, specialized skills. A Civil Service Commission-approved agency policy is required prior to implementation.

Expert

SUPERVISION RECEIVED:
Preferably from an Engineer Administrator, Coastal Administrator, or an unclassified agency official. However, alternative reporting relationships may be approved by DSCS.

SUPERVISION EXERCISED:
May exercise functional/project supervision over Coastal Resources Scientists, as well as other technical and contractual professionals.

JOB DISTINCTIONS:
Differs from Coastal Resources Scientist Staff DCL-A by the presence of responsibility for serving as the senior advisor/expert for a major coastal resource or hurricane flood protection program, project, or feasibility study as defined by an agency head.

Performs as the scientific expert in specific areas of coastal restoration, hurricane flood protection and/or environmental policy or other areas of technical or regulatory expertise to agency staff, various federal agencies, and the public.

Serves as the primary point of contact for assigned coastal restoration projects or studies; coordinates same with staff in other sections, as well as with local, state, and federal agencies.

Provides highly specialized scientific and management expertise to agency administrators and staff in reviewing design criteria, project planning methods, contract specifications, and in directing overall project management and oversight.

Serves as a representative on high-level advisory committees for coastal programs, projects, feasibility studies, or other environmental or economic issues.

Ensures that the work of private firms and contractors on assigned projects or feasibility studies adheres to the specific details and standards stipulated in the contract, as well as to federal and state regulations.

Evaluates technical proposals for projects and/or feasibility studies and makes recommendations for awards.


Coordinates and participates in meetings with high ranking government representatives and other interested parties to discuss planning, design, and other technical criteria for use in determining significant factors that would impact the success of coastal restoration and flood protection projects.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
A bachelor's degree in one of the following fields: biological sciences, physical sciences, earth sciences, environmental sciences, natural sciences, engineering or a related field plus four years of experience in coastal resource management, wetland resource management, environmental science, natural resource management, or biology; OR

A master's degree in biological sciences, physical sciences, earth sciences, environmental sciences, natural sciences, engineering or a related field plus three years of experience in coastal resource management, wetland resource management, environmental science, natural resource management, or biology; OR

A Ph.D. in biological sciences, physical sciences, earth sciences, environmental sciences, natural sciences, engineering or a related field plus two years of experience in coastal resource management, wetland resource management, environmental science, natural resource management, or biology.
