FUNCTION OF WORK:
To perform entry level work in one or more major environmental or state energy leasing programs affecting the preservation of the state's coastal wetlands, mineral production, or other natural resources vital to the state's economy and/or the safety of its citizens (private, public, institutional, industrial, and governmental).

EXAMPLES OF WORK:
EXAMPLES BELOW ARE A BRIEF SAMPLE OF COMMON DUTIES ASSOCIATED WITH THIS JOB TITLE. NOT ALL POSSIBLE TASKS ARE INCLUDED.

Performs basic land rights work for small, non-complex projects and/or assists a Land Specialist 3 or 4 in entry level land rights work for their assigned projects for training purposes.  Input land rights information for assigned projects into the Land Section database and/or performs this function for projects handled by higher-level staff.

Under guidance from staff above the Land Specialist 2 level, coordinates all activities for assigned projects with other Land Specialists, Engineers, Coastal Resources Scientists, and other DNR personnel, as well as any applicable federal, state, and/or local government agencies involved in the project(s).

Utilizes data and information provided by the GIS and SONRIS systems together with complex mathematical solutions to compute triangulations and transverses on the Geodetic and Plane Grid coordinate systems in providing data necessary to work output of section.

Reviews computerized.dxf files or other computer generated applications submitted by nominating parties for leasing on State-owned lands and water bottoms to see that accurate plats and legal descriptions of nominated tracts are created.

At basic level, performs research of land records, including State mineral lease records with both active and terminated leases contained therein, land patents, deeds, township plats, field notes, judicial and tax sale records from the State Land Office and title abstracts, both land and mineral, to determine if State owns mineral rights on acreage nominated for a State mineral lease.

Aids others in gathering and presenting land information, including ownership, description, acreage and encumbrances as part of a project team to staff geologists, geophysicists and engineers on tracts proposed for operating agreements and seismic permits and agreements.

Provides information to Land Specialists who advise agencies such as school boards, police juries, municipalities, the Department of Wildlife and Fisheries, the Department of Transportation and Development and other State agencies on preparing tracts belonging to those agencies for mineral leasing thereon including the procedural steps necessary if the agency is going to lease the property itself and the documentation necessary if agency is having the State lease property for it.

Maintains records on all State mineral leases, operating agreements, seismic permits and agreements and other contracts between the State and third parties concerning mineral rights on State claimed lands and water bottoms, as well as performing functions required to handle assignments of mineral rights of State mineral leases as it pertains to lease ownership interests, description of interest being transferred, correctness of form of document and, if any, variances from records kept in office.

Aids project and team lead workers in close interaction with GIS section in configuring, utilizing surveying techniques and landman experience in property description interpretation, images of nominated acreage, mineral lease acreage, release of mineral lease acreage (partial and full) affecting State Mineral leases on the GIS system for use by other employees of OMR and DNR and by the public.

Aids project lead worker in conferences with the Attorney General's office and/or other legal counsel on matters related to ongoing or potential litigation and title controversies concerning State-claimed lands and water bottoms for purposes of mineral right determination with a view towards resolution of issue by either judgment or compromise.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Three years of experience in property and land rights acquisition, appraisals, or relocation assistance; land title research or abstracting, land surveying or cadastral work; or oil and gas lease negotiations or land work involving plotting and location of well sites and access routes; OR

Six years of full-time work experience in any field; OR

A bachelor's degree.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
