FUNCTION OF WORK:To perform highly specialized labor market analysis and statistical work in one or more programs administered by the Research and Statistics Division; to conduct specialized labor market research projects, studies and reports requiring a high level of program expertise and the ability to interpret numerous complex federal regulations and procedures for dissemination and use by local, state, and national governments as well as private industry.
OR
To develop and present promotional and educational information on labor market, occupational, demographic, and economic data to various state organizations and groups and to act as a liaison between the Dept of Labor and administrative staff members in state and local governments.

To serve as lead-worker over lower level Labor Market Specialists and Statistical Technicians relative to assigned programs or functions.
LEVEL OF WORK:SUPERVISION RECEIVED:Broad from Labor Market Specialist Supervisor or other higher level personnel.
SUPERVISION EXERCISED:Provides technical assistance and program expertise to agency managers, supervisors, lower level Specialists or Statistical Technicians, or other personnel working in the agency. May serve as leadworker over Labor Market Specialist 1 and 2 and Statistical Technicians 1 and 2.
JOB DISTINCTIONS:Differs from Labor Market Specialist 2 by the responsibility for performing duties that require a comprehensive knowledge and understanding of specialized program policies and procedures, or general knowledge pertaining to a broad range of program areas within the Research and Statistics Division, or by serving as a leadworker over other Labor Market Specialists and Statistical Technicians 1 and 2.
Differs from Labor Market Specialist Supervisor by the absence of responsibility for direct line supervision over Labor Market Specialists or Statistical Technician 1 and 2. In absence of LMS Supervisor, would be responsible for supervising day-to-day activities of these positions.

IN THE LABOR MARKET SECTION:
Performs complex tasks in one or more Research, and Statistics programs. Serves as staff specialist in one or more areas of specialty.
Collects, organizes, performs research and analyzes labor market data to a high degree of complexity, and produces a variety of comprehensive and detailed reports, summaries, and other statistical studies from information obtained.
Reviews reports for accuracy and conformity with standard procedures as mandated in federal guidelines, and produces high-level reports and data for local, state, and national consolidation.
May act as unit supervisor in the absence of Labor Market Specialist Supervisor.
Conducts detailed analysis and research in resolving problems arising during the data collection process.
Conducts specialized labor market research projects; produces comprehensive statistical analyses of data obtained; and presents results in appropriate narrative, tabular or graphic format.
Studies and evaluates a variety of economic, sociologic, and/or other highly technical related materials reflecting labor market and employment conditions to assist in establishing significant trends.
Gathers, organizes, performs research, and analyzes data required for computing total employment, unemployment, unemployment rate, average hours and earnings, and occupational employment and wage data for labor market areas, parishes and statewide.
Calculates estimates on employment and total wages for delinquent and/or non-reporting employers, average weekly wages, hours, earnings, and occupations.
Performs annual benchmark data revisions as mandated by federal laws.
Communicates with federal staff concerning programmatic issues.
Communicates with employers, employer representatives, human resource administrators, lawyers, physicians, educators, immigrants, general public, and other state and local government personnel in providing, verifying, and exchanging data.
Gives expert testimony in litigation cases when subpoenaed.
Produces detailed and comprehensive reports for dissemination to various levels of labor oriented agencies and private industry.
Produces informational labor market material for release to various news media.
Provides current labor market information and prevailing wage determinations as requested by prospective employers and established firms.
Serves as lead-worker over specific Research and Statistics programmatic functions.
AS AN OCCUPATIONAL INFORMATION LIAISON:
Prepares promotional materials and presentations to increase the awareness and understanding of the information available in the Louisiana Occupational Information System and through the Scorecard program.
Develops and maintains contacts with Workforce Development staff, local school boards, Department of Education staff members, training providers, and other state and local entity personnel for the purpose of creating a network for the dissemination of information on Louisiana Occupational Information System (LOIS) and the Scorecard program.
Plans and organizes seminars, local and regional meetings, and one-on-one presentations to equip teachers, administrators, and counselors with the knowledge and skills needed to effectively use the LOIS and Scorecard data to assist students and parents with educational opportunities and skill choices.
Works to improve personal skills in making effective presentations, developing meaningful promotional materials, and knowledge of new and evolving data systems to assist in this educational process.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Six semester hours in economics with an additional six semester hours in a combination of economics, math, computer science, statistics, or marketing plus one of the following:
Three years of experience in accounting, financial auditing, or statistical analysis plus two years of experience in statistical analysis, marketing, information technology, workforce development, public benefits claims examining, or human resources; OR
Six years of full-time work experience in any field plus two years of experience in statistical analysis, marketing, information technology, workforce development, public benefits claims examining, or human resources; OR;
A bachelor's degree plus two years of experience in statistical analysis, marketing, information technology, workforce development, public benefits claims examining, or human resources; OR
An advanced degree in economics, business administration, public administration, math, statistics, or information systems and decision sciences plus one year of experience in statistical analysis, marketing, information technology, workforce development, public benefits claims examining, or human resources.
