FUNCTION OF WORK:To perform labor market analysis and statistical work and to prepare labor market studies and reports for dissemination and use by local, state and national governments as well as private industry.
OR
To collect and maintain public and private training program data and educational data as required under Act 1 of the Louisiana Legislature and the Workforce Investment Act (WIA).
LEVEL OF WORK:SUPERVISION RECEIVED:Direct from Labor Market Specialist Supervisor or other higher level personnel.
SUPERVISION EXERCISED:May exercise functional supervision over Statistical Technicians, clerical staff and student interns during the preparation of various reports.
JOB DISTINCTIONS:Differs from Statistical Technicians in the degree of complexity and difficulty of work including the interpretation of data.
Differs from Labor Market Specialist 2 by the absence of performance of more complex analysis and preparation of more structured reports.

IN THE LABOR MARKET SECTION:
Under close supervision, collects, compiles, organizes, analyzes, interprets, and evaluates data used in developing labor market information such as employment, unemployment, earnings, population and occupational related information for the state, metropolitan statistical areas (MSA's), regional labor market areas (RLMA's) and other labor market areas.
Utilizes various computer software databases as analytical and research tools.
Under supervision, assembles, evaluates, performs research and interprets area, industry and occupational data reflecting employment levels, commuting patterns, employment hiring trends and available facilities.
Analyzes and performs research on employment data and figures and produces reports reflecting changes in labor market conditions for specific labor market areas, parishes, and statewide.
Calculates estimates on employment and wages for delinquent and or non-reporting employers, average weekly wages, hours, earnings, and occupational data.
Under supervision assembles, evaluates, performs research, and interprets area, industry and occupational data reflecting employment levels, commuting patterns and employment hiring trends.
Collects, researches, evaluates, and maintains data concerning specific Unemployment Insurance activities and Job Service activities.
Generates annual benchmark data revisions as mandated by federal laws.
Communicates with employers and employer representatives, human resource administrators, lawyers, educators and general public in providing, verifying, and exchanging data.
Assists in the production of regular and special labor market reports which present an analysis of data on employment and unemployment, labor demand and supply, and other related factors influencing the labor market.
Under supervision, produces regular statistical reports on agency activities that are transmitted to the U.S. Department of Labor.
Analyzes employer data for determination and assignment of proper industrial classification code.
May have technical supervision over Statistical Technicians, student interns and clerical staff.
IN THE CONSUMER INFORMATION SECTION:
Under close supervision, collects, organizes, and analyzes training program information from public and private education and training providers.
Provides technical support and assistance to the providers in the compilation and data entry of training data into the LDOL Occupational Information System database.
Under supervision, collects, organizes, and audits follow-up program evaluation data on former students and participants from the public and private education and training programs to monitor performance of training providers.
Produces institution and program level statistics for display on Scorecard component of LOIS website.
Works with Labor Market Specialist 2 and 3 to perform research projects related to education performance measures.
Under supervision, designs, develops, and enhances reports utilizing data collected from training providers.
Under supervision, develops statistical and non-statistical publications to provide relevant information to agency management, educational institutions and other training entities for management decisions and school accountability.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Six semester hours in economics with an additional six semester hours in economics, math, computer science, statistics, or marketing plus one of the following:
Three years of experience in accounting, financial auditing, or statistical analysis; OR
Six years of full-time work experience in any field; OR
A bachelor's degree.
