FUNCTION OF WORK:
To serve as a manager over all phases of a regional Pre-classification/ARDC Classification program, Records Management Section, the IMPACT program statewide, or the Louisiana Parole Violator/Extradition program nationwide.

LEVEL OF WORK:
Manager

SUPERVISION RECEIVED:
Broad direction from a higher-level administrator.

SUPERVISION EXERCISED:
Direct-line over subordinate supervisors.

LOCATION OF WORK:
Department of Public Safety and Corrections, Corrections Services-Adult.

JOB DISTINCTIONS:
Differs from the Corrections Classification Manager 3 by the presence of regional assignments of statewide classification and pre-classification responsibilities or special programs specific to all Adult Reception and Diagnostic Centers.

Differs from the Corrections ARDC Supervisor by the presence of full managerial responsibility over an entire geographical region.

Manage regional Pre-classification/ARDC classification program, formulates policies and procedures, and serves as liaison on all classification program matters between institution and regional area of responsibility and other classification regions.

Directs and monitors the process which ensures the proper reception, housing, and timely processing of transient inmates at All Reception and Diagnostic Centers (ARDC), ensuring that appropriate institutional assignments and quotas are being met.

Oversee classification special functions specific to All Reception and Diagnostic Centers (i.e. IMPACT, MCLA/Secure Ward, HDQ Support, Medical/Infirmary, Hospice, special inpatient mental health programs, and protective custody assignments).

Directs and monitors the pre-classification, classification, processing, time computation, and release of all Department inmates housed in local detention facilities.

Manage fugitive and interstate extradition programs on a statewide basis.

Manage the inmate transfer process by controlling all scheduling and transfers of inter-institutional and parish jail movements in conjunction with available bed space, capacities, and special needs of facilities and inmates.

Reviews or approves all recommendations for work release, minimum security programs, IMPACT, special treatment programs, status reductions, job, school, or housing assignments giving special consideration to inmates with special medical or mental health needs.

Coordinates with the institutional classification sections and sheriffs to facilitate the intake and movement of adult offenders, special needs offender, high risk, or high profile cases.

Consults with other managers, Corrections Wardens, and other departments and institutions as to the needs of inmates and the development of a comprehensive classification program.

Establishes allocation criteria used to determine levels of various classification programs based on a combination of special functions plus caseload.

Performs research on program operations by evaluating programs and making recommendations for improvements. Compiles and evaluates reports necessary for proper program evaluation.

Establishes basic principles of classification by which all classification staff must work.

Drafts correspondence for Corrections Warden and represents the Corrections Warden in matters relating to inmates' families, elected officials, and other government officials. Serves as appointed member to institutional boards, inspections, etc.

Directs and monitors the activities of the Initial, Reclassification, Status Reduction, and Lockdown Review Boards.

Provides training and consultation to institutional analysts statewide and conducts training sessions to orient new employees and arriving inmates to the functions and operations of classification services.

Serve as an expert witness for the Department.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Two years of the required experience in the following minimum qualifications must have been in offender records analysis, offender classification, or offender pre-classification:

Seven years of experience in offender records analysis, offender classification, offender pre-classification, security, or social services or as a probation or parole officer; OR

Six years of full-time work experience in any field plus four years of experience in offender records analysis, offender classification, offender pre-classification, probation and parole, security, or social services; OR

A bachelor’s degree plus four years of experience in offender records analysis, offender classification, offender pre-classification, probation and parole, security, or social services; OR

An advanced degree in a social science or social work or a juris doctorate plus three years of experience in offender records analysis, offender classification, offender pre-classification, probation and parole, security, or social services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
