FUNCTION OF WORK:
To serve as the assistant to an Office for Addictive Disorders (OAD) Regional Administrator and to assume full responsibility for the region in his or her absence.

LEVEL OF WORK:
Manager

SUPERVISION RECEIVED:
Broad direction from an OAD Regional Administrator.

SUPERVISION EXERCISED:
Direct line over assigned professional and support staff.

JOB DISTINCTIONS:
Differs from OAD Regional Administrator by the absence of full responsibility for the management of all activities of an OAD region.

Differs from related classes by the responsibility for serving as assistant regional administrator with full responsibility in the absence of the OAD Regional Administrator.

Serves as an assistant to the OAD Regional Administrator assuming full responsibility for all activities of the region during his or her absence.

Supervises OAD professional and support staff to include establishing standards of performance, assigning work, and evaluating job performance.

Interprets DHH, OAD, and regional policies and procedures and coordinates the implementation of programs and procedures.

Assists in planning, organizing, directing and controlling activities of the region such as fiscal, human resource management, training, leases and contract management.

Establishes and maintains controls over expenditures to ensure adherence to fiscal constraints.

Recruits, recommends for hiring and trains professional and support staff.

Oversees the provision of services by contractual agreement, negotiates contracts, develops standards, and assures adherence to licensure requirements, standards, and stated outcomes.

Prepares a variety of reports and provides information to OAD and DHH.

Confers with officials of state and local agencies, clients, members of professional organizations, and interested groups on matters relating to OAD.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
A master's degree in human or health services, social work, or a social sciences field; health care or behavioral health administration, nursing, or public health plus four years of experience providing health services, behavioral health treatment, social services, nursing, or counseling; OR

A doctorate in human or health services, social work, or a social sciences field; health care or behavioral health administration, nursing, or public health plus two years of experience providing health services, behavioral health treatment, social services, nursing, or counseling.
