FUNCTION OF WORK:
To regulate exploration and production operations, injection wells, surface mining operations, hazardous liquid and natural gas pipelines, and related facilities by serving as project leader and performing at a complex and advanced level in enforcement, emergency response, data collection and evaluation, and investigation tasks to insure compliance with State and Federal regulations.

Broad review from a Conservation Program Manager, Petroleum Scientist Supervisor, or unclassified Director. Other reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:
Lower level Conservation Enforcement Specialists and/or support staff on a project basis.

JOB DISTINCTIONS:
Differs from Conservation Enforcement Specialist 2 by responsibility for serving as a project leader in the inspection, testing, and evaluation of the operation and maintenance of complex exploration and production operations, injection wells, surface mining operations, hazardous liquid and natural gas pipelines systems, storage tanks and related facilities, as well as offshore exploration and production, injection well and pipeline facilities.

Differs from Conservation Program Manager by the absence of responsibility for the management of an exploration and production operations enforcement program, an injection well enforcement program, a surface mining enforcement program, a hazardous liquid and natural gas transmission enforcement program or the natural gas distribution and master meter program.

Conducts on-site inspections of complex exploration and production operations, injection wells, surface mining operations or hazardous liquid, and natural gas pipeline systems and related facilities.

Evaluates record keeping procedures for compliance with Federal and State regulations. Such inspections may involve control rooms which are manned 24 hours a day, and bi-directional pipelines.

Conducts inspections of offshore exploration and production operations, injection well operations, hazardous liquid and natural gas pipeline systems, and related facilities.

Collects and reviews preliminary data required in on-site inspections. Recommends enforcement actions regarding items of non-compliance noted during inspections.

Discusses findings of on-site inspections with representatives of the respective facility.

Provides guidance to industrial personnel in the course of discussions during closing conference.

Recommends and drafts necessary compliance orders for violations.

Reviews technical reports, enforcement history; prepares briefing documents, fact sheets, and subsequently initiates the appropriate enforcement action.

Performs complex technical assessments of requests for variances and exemptions and makes recommendations concerning test procedures.

Conducts field investigations of emergency incidents and recommends appropriate enforcement actions if violations are discovered.

Conducts field investigations in response to citizens complaints involving complex exploration and production operations, injection wells, surface mining, pipelines and related facilities. Recommends and implements corrective measures when necessary to resolve citizen complaints.

Performs detailed technical review of proposals to conduct exploration and production, injection well, surface mining, or hazardous liquid and natural gas pipeline operations. Includes review of information documents, engineering and construction contracts, and bid documents. Performs on-site inspections during construction.

Reviews and comments on impact statements for public and private exploration and production, injection well, surface mining or pipeline projects. Comments are used by Department of Natural Resources, U.S. Environmental Protection Agency, U.S. Army Corps of Engineers, Department of Transportation and Development, Department of the Interior, and other regulatory agencies in making their decisions.

Prepares guidance documents for lower level enforcement officers to use in inspections.

Prepares technical reports of inspections and compliance schedules for submission to higher-level personnel.

Reviews reports prepared by lower level Conservation Enforcement Specialists for accuracy and completeness before submission to higher-level personnel.

Represents the office at meetings with citizens' groups and fact finding hearings.

Serves as expert witness and provides technical testimony at hearings.

Schedules meetings with representatives of industry in order to present technical information and to make facilities aware of Office of Conservation regulations.

Operates and maintains specialized monitoring equipment.

Provides training to lower level Conservation Enforcement Specialists regarding proper inspection procedures and safety precautions. Provides input to the field staff concerning data interpretation and report preparation.

Serves as liaison between other State and Federal programs personnel and divisional representatives.

Reviews technical literature and attends seminars and workshops to maintain familiarity with improved techniques.

Conducts quality assurance audits of data, records and other information collected as part of an inspection to determine its accuracy, completeness, and proper documentation.

Evaluates, interprets, and reports data from inspections performed.

Develops and coordinates statewide seminars and training sessions. Conducts technical seminars for industry representatives.

Advises industrial facilities in their formulation and implementation of programs in accordance with State and Federal regulations and laws.

Reviews industry records to insure hazardous liquid and natural gas pipeline facilities are performing random drug and alcohol testing as required under Federal regulations and recommend necessary enforcement.

Performs statewide inspections and compliance audits to implement the rules and regulations enforced by the Liquefied Petroleum Gas Commission to protect public safety.

Conducts safety inspections of all transportation equipment, school buses and mass transit vehicles powered by Liquified Petroleum Gas.

Approves installations of Liquefied Petroleum Gas for places of public assembly.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Five years of experience in petroleum exploration, petroleum production, petroleum gas and/or anhydrous ammonia handling or distribution, natural resources regulation, natural resources enforcement, law enforcement, or investigatory work; OR

A bachelor's degree in a biological science, physical science, natural science, geoscience, engineering, environmental science, mathematics, or nuclear science plus two years of experience in petroleum exploration, petroleum production, petroleum gas and/or anhydrous ammonia handling or distribution, natural resources regulation, natural resources enforcement, law enforcement, or investigatory work.
