FUNCTION OF WORK:
To assist in the coordination and direction of a comprehensive safety program including the areas of accident prevention, safety training, emergency preparedness, loss prevention, and risk management for a large state agency with potentially high risk and safety features.

OR

To coordinate and direct a safety program including the areas of accident prevention, safety training, emergency preparedness, loss prevention, and risk management for a medium or small state agency.

LEVEL OF WORK:
Manager

SUPERVISION RECEIVED:
Broad review from an agency administrator or other higher-level administrative official.

SUPERVISION EXERCISED:
Direct supervision over other agency safety officials including Safety Program Coordinators and clerical support personnel.

JOB DISTINCTIONS:
Differs from Safety Program Coordinator by responsibility for serving as assistant to a Safety/Risk Agency Director or by responsibility for directing the overall safety program for a medium to small state agency.

Differs from Safety/Risk Agency Director by absence of responsibility for directing a comprehensive safety program for a medium to large agency with diversified workforce including law enforcement, labor trades and safety positions.

Assists in planning, organizing, and coordinating the overall safety, emergency preparedness, and loss prevention program for a large state agency.

Assists in the development, planning, and implementation of a safety program for an agency that is designed to reduce accidents, decrease agency costs, and protect persons, property and equipment.

Assists in the development and coordination of organizational policies and procedures to ensure uniformity in all safety, insurance, and training programs for an agency.

Coordinates all agency inspection programs, develops accident statistics, and prepares summary reports regarding the status of current agency safety programs.

Reviews pending law suits and advises insurer and legal section of progress.

Assists in the development and update of all safety policies and procedures for an agency.

Works with agency officials, Office of Risk Management officials, and other safety coordinators to promote increased safety awareness among agency employees.

Distributes and establishes the safety guidelines for an agency.

Conducts safety meetings for an agency to inform employees of the newest rules and procedures.

Prepares and conducts safety training for all employees within an agency in regard to CPR, first aid, and emergency preparedness.

Assists the Safety Agency Director in the organization and scheduling of annual risk management audits.

Conducts annual risk management audits to verify compliance with Office of Risk Management requirements.

Makes recommendations to resolve potential safety problems for an agency.

Reviews and investigates claims of losses and accidents and documents findings.

Advises legal section regarding complex accident cases in litigation.

Maintains and compiles safety and hazard statistical information for an agency.

Meets with government officials and the general public on matters pertaining to safety and emergency preparedness programs on behalf of the agency.

Conducts workshops, conferences and seminars on safety and emergency preparedness.

Assists in the establishment of operational policies and procedures to plan, organize, and coordinate the work of agency officials regarding safety and emergency programs.

Audits agency sites, prepares reports, and meets with office safety coordinators and management to review and locate possible safety hazards and other areas of non-compliance.

Assists in the coordination of all agency related safety training and meetings.

Develops and monitors budget recommendations for personnel, services, equipment, and materials.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Five years of experience in safety inspection or training, emergency preparedness, safety education or promotion, risk management, or administrative services; OR

Six years of full-time work experience plus two years of experience in safety inspection or training, emergency preparedness, safety education or promotion, risk management, or administrative services; OR

A bachelor's degree plus two years of experience in safety inspection or training, emergency preparedness, safety education or promotion, risk management, or administrative services; OR

An advanced degree plus one year of experience in safety inspection or training, emergency preparedness, safety education or promotion, risk management, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
