FUNCTION OF WORK:To utilize a multifaceted, state-of-the-art, complex, interactive computer permitting, routing, and bridge analysis program for the purpose of issuing permits for the statewide travel of oversize and overweight vehicles. Serves as a staff specialist.
LEVEL OF WORK:SUPERVISION RECEIVED:Direct from Transportation Permits Supervisor 1.
SUPERVISION EXERCISED:May function as lead-worker over Transportation Permits Specialists 1 and 2.
JOB DISTINCTIONS:Differs from Transportation Permits Specialist 1 and 2 by using independent judgment in authorizing the issuance of special permits, revisions, extensions, cancellations of permits, and handling web permits.
Differs from Transportation Permits Supervisor 1 by the absence of direct line supervisory responsibility for a shift of Transportation Specialists.

Oversees the training of lower level Transportation Permits Specialists to operate a complex, interactive computer permitting program and reports their progress to Transportation Permits Supervisors.
Approves basic overrides for Transportation Permits Specialists in issuing permits for oversize and overweight truck or vehicle movements for loads that do not exceed 152,000 gross vehicle weight, 14 feet 8 inches in height, 90 feet in length and 16 feet in width.
Formulates complex routes for exceptional oversize and overweight truckloads to ensure the structural integrity of the state's roads, bridges, and overpasses, and to protect the lives and safety of the Louisiana motoring public.
Assists the shift supervisor in the coordination of the travel of oversize and overweight truckloads through construction zones.
Assists the shift supervisor in the resolution of problems of exceptional complexity associated with routes, weight distributions, and permit changes, which involve in-depth discussions with permit customers.
Interprets and communicates complicated information regarding permit laws, rules and regulations to permit customers.
Communicates with state and local law enforcement agencies statewide in order to help facilitate compliance by haulers in regards to rules and regulations for size and weight.
Assimilates and accurately records extensive and complicated data related to posted bridges, overpass clearances, and special road conditions onto reference maps.
Receives telephone and mail in applications for special permits and carefully checks the application for accuracy to determine the needs to ensure the proper permit is issued; records and checks information carefully to ensure prompt and efficient delivery to customer.
Performs duties such as detailed record keeping, logging, application processing, issuance of special permits, faxing of completed special permits, processing daily transmittals of monies collected and receiving telephone orders to ensure prompt and efficient delivery to customer of the various types of permits issued by the Truck Permit Office.
Masters the location and special conditions, including nearly all overpass clearances and many posted bridges, of permit routes statewide for the purpose of expediting the time-critical permitting process, providing for the safe transport of millions of dollars worth of commodities, and protecting the health and lives of Louisianans motoring public.
May occasionally participate in maintaining a 24-hour 7-day a week on call status in order to respond to calls for emergency permits and situations involving oversize transportation permits processing.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Three years of experience in administrative services, engineering, or transportation permit processing.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will substitute for one year of the required experience.
