FUNCTION OF WORK:
To utilize a multifaceted, state-of-the-art, complex, interactive computer permitting program for the purpose of issuing permits for the purpose of issuing permits for the statewide travel of oversize and overweight vehicles.

Direct from a Transportation Permits Supervisor 1; occasional from a Transportation Permits Specialist 3.

JOB DISTINCTIONS:
Differs from Transportation Permits Specialist 1 by the independent performance of the full range of duties.

Differs from Transportation Permits Specialist 3 by the absence of responsibility for using independent judgment in authorizing the issuance of special permits, revisions, extensions, cancellations of permits, and handling web permits.

Acts as primary point of contact between agency and public for most permit needs.

Gives prompt courteous and helpful service to the inquiring public.

Communicates via telephone or person to person for walk-in customers.

Researches files for account information and previously issued permits.

Presents requests for permit changes to Transportation Permit Supervisors.

Takes permits manually when on-line system is down which includes calculation of permit fees.

Operates a multifaceted, state-of-the-art, complex, interactive computer permitting, routing, and analysis program for the purpose of issuing permits for oversize and overweight truckloads statewide.

Provides information contained in Louisiana Regulations for Trucks, Vehicles and Loads, the regulation book pertaining to truck movement including information concerning other department's and section's roles in the trucking industry.

Assimilates and accurately interprets extensive and complicated laws, rules, and regulations related to the movement of oversize and overweight truckloads and permits, including the identification of the proper application of one or more of 28 different types of permits to meet the customers' needs for any given movement.

Makes decisions concerning the issuance of permits and the proper handling of situations related to the movement of permit loads up to specified sizes and weights.

Masters the location and special conditions, including many overpass clearances and posted bridges, of permit routes statewide for the purpose of expediting the time-critical permitting process, providing for the safe transport of millions of dollars worth of commodities, and protecting health and lives of Louisiana's motoring public.

Maintains constantly updated information records relative to the issuance of oversize/overweight permits such as rules and regulations, road construction information, certain bridge clearances and weight restrictions, and notices of any other special conditions pertaining to permit issuance.

Communicates extensively by phone with trucking company, governmental, and industry representatives regarding the issuance of permits.

Performs duties such as detailed record keeping, logging, application processing, faxing, and receiving telephone orders to ensure prompt and efficient delivery to customers of the various types of permits issued by the Truck Permit Office.

Receives telephone applications and mailed in applications for special permits and carefully checks the application for accuracy to determine the needs to ensure the proper permit is issued; records and checks information carefully to ensure prompt and efficient delivery to customer.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Two years of experience in administrative services, engineering, or transportation permit processing.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will substitute for one year of the required experience.
