FUNCTION OF WORK:
To administer one very complex or several moderately complex statewide health care program(s); and to provide policy interpretation, oversight, and direction to health standards or community based waiver professional staff on a statewide basis.

LEVEL OF WORK:
Program Manager

SUPERVISION RECEIVED:
Broad direction from Medical Certification Program Manager 2 or other upper level agency administrator.

SUPERVISION EXERCISED:
Functional/project basis and programmatic over Medical Certification Manager 1's and other professional staff.

JOB DISTINCTIONS:
Differs from Medical Certification Manager 1 by the presence of statewide responsibility. Differs from the Medical Certification Manager 2 by the absence of supervisory responsibility.

Differs from the Program Manager 4-LDH by the absence of overall managerial responsibility for directing the functions and activities of the entire Medical Certification section.

Reviews policy, procedures, and survey, or waiver operations for the certification of health, social care facilities, and individuals to determine compliance with federal regulations.

Provides oversight for the activities of certification specialists, supervisors, and regional managers in the various disciplines to ensure that programmatic criteria are met and completed.

Evaluates reports, survey, or waiver results, and provider responses to determine appropriateness of facility or individual certification.

Approves or disapproves corrective action plans submitted by providers.

Negotiates changes in corrective action plans with providers when necessary.

Consults with prospective owners, architects, engineers, fire marshals, sanitarians, and administrators relative to the standards required in the construction of facilities.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
A current Louisiana license in a health services field, health regulation field, or social services field plus four years of experience as a licensed practitioner in hospital or nursing home administration, health services, health regulation, or social services; OR

A bachelor's degree plus four years of experience in hospital or nursing home administration, health services, health regulation, or social services; OR

A master's degree in a health services field, health regulation field, or a social services field plus three years of experience in hospital or nursing home administration, health services, health regulation, or social services.
