FUNCTION OF WORK:
To manage a Health Standards or Community Based Waiver Regional Office.

LEVEL OF WORK:
Manager

SUPERVISION RECEIVED:
Broad from a Medical Certification Manager 2 or other higher-level agency official. May also receive programmatic direction from a Medical Certification Program Manager.

SUPERVISION EXERCISED:
Direct line supervision over Medical Certification Supervisors, Medical Certification Specialist or other professional staff.

JOB DISTINCTIONS:
Differs from Medical Certification Supervisor by the responsibility for managing a Regional Medical Certification section. Differs from Medical Certification Program Manager by absence of statewide responsibility.

Supervises the activities of Medical Certification Supervisors to ensure that programmatic needs are met and assignments are completed timely.

Establishes work priorities within the region.

Interviews and selects staff; provides supervision and evaluates performance; takes disciplinary measures as needed.

Evaluates quality, scope, and effectiveness of reviews conducted by staff and submits survey reports to state office program managers.

Determines the need for and schedules special investigation.

Schedules initial, annual, and follow-up reviews for all types of facilities.

Advises providers of various services offered, policy and procedures, payment sources, level of care, and pre-admission issues.

Prepares and submits monthly reports on utilization control, travel/attendance, admission statistics, and review activities.

Develops regional budget request; monitors and approves expenditures.

Identifies training needs, develops training package, and trains certification specialists as required by policy changes or necessity.

Settles disputes between certification specialists and providers when a resolution to controversial issues cannot be reached without administrative intervention.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
A current Louisiana license in a health services field, health regulation field, or social services field plus five years of experience as a licensed practitioner in hospital or nursing home administration, health services, health regulation, or social services; OR

A bachelor's degree plus five years of experience in hospital or nursing home administration, health services, health regulation, or social services; OR

A master's degree in a health services field, health regulation field, or a social services field plus four years of experience in hospital or nursing home administration, health services, health regulation, or social services.
