FUNCTION OF WORK:
To supervise Medical Certification staff in conducting surveys and/or assessments to verify that services provided to individuals by providers, facilities, waivers, and or/long term care programs are in compliance with federal certification, state regulations, and established state standards.

LEVEL OF WORK:
Supervisor

SUPERVISION RECEIVED:
Broad direction from a Medical Certification Manager 1, equivalent or higher level agency administrator.

SUPERVISION EXERCISED:
General over Medical Certification Specialists and other professional staff.

JOB DISTINCTIONS:
Differs from Medical Certification Specialist 2 by the presence of supervisory responsibilities. Differs from the Medical Certification Manager 1 by the absence of overall management responsibility for directing the functions and activities of regional Medical Certification sections.

Supervises the activities of subordinate staff to ensure that programmatic needs are met.

Establishes work priorities for staff.

Participates in the interviewing and selection of staff; provides supervision and evaluates performance; recommends disciplinary measures as needed.

Evaluates quality, scope, and effectiveness of reviews conducted by staff.

Determines the need for and schedules special investigations.

Schedules regular reviews for each facility.

Advises providers on issues such as admission, transfers, and level of care.

Prepares and submits regular reports on utilization control and on review activities.

Participates in the development of budget requests; monitors expenditures.

Trains staff in federal and/or state regulations.

Instructs subordinate staff in matters such as changes in policies and procedures.

Proposes recommendations concerning staffing educational needs and participates in the training programs as needed.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
A current Louisiana license in a health services field, health regulation field, or social services field plus four years of experience in hospital or nursing home administration, health services, health regulation, or social services; OR

A bachelor's degree plus four years of experience in hospital or nursing home administration, health services, health regulation, or social services; OR

A master's degree in a health services field, health regulation field, or a social services field plus three years of experience in hospital or nursing home administration, health services, health regulation, or social services.
