FUNCTION OF WORK:
To manage Public Health Nutrition Services for a region.

LEVEL OF WORK:
Manager

SUPERVISION RECEIVED:
Administrative direction from a higher-level manager or administrator.

SUPERVISION EXERCISED:
Direct over lower-level Public Health Nutritionists and/or Public Health Nutritionist Supervisors. Other reporting relationships may be approved by SCS.

JOB DISTINCTIONS:
Differs from Public Health Nutritionist Supervisor by the presence of managerial responsibility for nutrition services for a region.

Develops, implements, and evaluates interagency information/referral systems to identify clients with nutritional needs.

Participates with other regional personnel in developing, integrating, and implementing OPH public health program guidelines and recommendations.

Advises Public Health administration on Nutrition Services plans, policy requirements, staffing recommendations, organizational structures, and facility needs.

Implements and integrates the agency's Nutrition Services plan for the region in the context of the agency's overall health plan, budgetary requirements, population needs assessments, priorities, and action plans.

Develops agency nutrition services at the regional level for delivery systems encompassing patient and/or client assessments, priority goals, objectives, action plans, quality control, and evaluation measurements.

Serves as a liaison between Nutrition Services central office and the regional staff in the interpretation of Nutrition Services policy and procedures to assure comprehension and compliance.

Maintains appropriate Nutrition Services staffing patterns in all parishes of the region by recruiting and recommending employment of Nutritionists and nutrition support staff, authorizing and monitoring leave, and reviewing time and attendance reports.

Identifies areas of need in assigned parishes and plans, prepares, conducts and evaluates in-service training for OPH staff on a full range of nutrition topics and programs.

Monitors and evaluates performance of subordinates through employee observation and documentation; delegates program responsibilities to subordinates and makes staff assignments. May plan and conduct quarterly in-service meetings for regional nutrition staff.

Interprets agency Nutrition Services policies and procedures for subordinates and monitors compliance; hears and resolves personnel complaints and grievances.

Approves, coordinates, and provides cost effective educational opportunities for the regional Nutrition Services staff including initial orientation, training, and professional workshops/meetings.

Assists the Nutrition Services central office in the development of the quality assurance program and protocol for use in monitoring and evaluating nutrition care.

Plans and conducts orientation and training upon request for graduate students, nursing students, physicians and other health care professionals affiliated with OPH.

Interprets complex scientific information regarding food, nutrition, diet and health for professionals, agencies, and the public by phone conferences, dissemination of educational materials, or public lecture.

Participates in professional continuing education to maintain competency and licensure.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Possession of a permanent Louisiana Dietitian/Nutritionist license plus four years of licensed experience in public health nutrition or dietetics in a clinical setting.
