FUNCTION OF WORK:
To manage a specific housing finance program or section within the Louisiana Housing Corporation.

LEVEL OF WORK:
Manager

SUPERVISION RECEIVED:
General from a higher-level agency official.

SUPERVISION EXERCISED:
Direct over Housing Finance Specialists and/or supervisors.

JOB DISTINCTIONS:
Differs from Housing Finance Supervisor by the presence of program management and second line supervisory duties.

Differs from Housing Finance Deputy Administrator by the absence of responsibility for administering a Division.

Directs specific programs.

Analyzes the state's needs and develops current and long-range goals, policies, and funding criteria for programs.

Reviews and formulates revisions of rules, regulations, and procedures for assigned programs and transfers information to the planning staff.

Supervises sub-recipient program operations, monitors programs for compliance with federal, state, and local regulations, and takes actions to prevent possible misuse of federal funds.

Prepares written reports documenting findings that are instrumental in initiating corrective actions.

Provides technical assistance and training to staff, lenders, underwriters, consultants and developers on rules, regulations and policies associated with assigned programs through workshops, correspondence, telephone contact and program manuals.

Interprets federal and state guidelines for implementing programs.

Resolves conflicts over interpretation of federal and state law, policies and regulations.

Monitors and evaluates recipients of funds to ensure program compliance with federal and state requirements.

Represents the Agency and lobbies with Senators and Legislators concerning housing matters on the federal and state levels.

Meets with state senators and representatives, federal officials, local elected officials, professional organizations and other interested groups on issues relative to housing programs.

Conducts in-depth research of the background and intent of federal housing regulations and programs in order to make decisions and provide advice and assistance to mayors and other interested parties.

Oversees the preparation of budgets for assigned programs and projects.

Responsible for the annual work plans and required reports.

Responsible for monitoring, scheduling, and performing management and occupancy reviews, Housing Assistance Payments (HAP) and contracts, rent adjustments, and other compliance visits; reviews management operations, internal control systems, and records of participants being audited for accuracy adequacy and compliance with state and federal regulations and requirements.

Responsible for addressing any health, safety and tenant issues; ensures that owners/agents have corrected all deficiencies and maintains appropriate documentation or evidence to support corrective actions.

Manages the underwriting of a restructuring transaction in compliance federal regulations; develops a restructuring plan for a property; determines a project's rents, expenses, and rehabilitation needs; evaluates the competence of management.

Manages transitional housing program to provide services and training to recipients, which leads to economic self-sufficiency.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Seven years of experience in multi-family loan processing, residential lending, or property appraisal; housing block grants work, compliance programs, urban or regional planning, public housing management, financial management in a Section 8 program, or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in multi-family loan processing, residential lending, or property appraisal; housing block grants work, compliance programs, urban or regional planning, public housing management, financial management in a Section 8 program, or administrative services; OR

A bachelor's degree plus four years of experience in multi-family loan processing, residential lending, or property appraisal; housing block grants work, compliance programs, urban or regional planning, public housing management, financial management in a Section 8 program, or administrative services; OR

An advanced degree in business or public administration, economics, finance, accounting, marketing, or quantitative business analysis plus three years of experience in multi-family loan processing, residential lending, or property appraisal; housing block grants work, compliance programs, urban or regional planning, public housing management, financial management in a Section 8 program, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
