FUNCTION OF WORK:
To manage the Retirement Benefits and Membership Divisions of state retirement systems.

LEVEL OF WORK:
Administrator

SUPERVISION RECEIVED:
Broad direction from unclassified executive.

SUPERVISION EXERCISED:
Direct over Retirement Benefits Assistant Administrator or Retirement Benefits Managers.

JOB DISTINCTIONS:
Differs from Retirement Benefits Assistant Administrator and Retirement Benefits Manager by the presence of full administrative responsibility for the Retirement Benefits and Membership Divisions.

Manages all activities of the Retirement Benefits and Membership Divisions.

Assists Retirement System executives in preparing policies and regulations to be approved by the Boards of Trustees; and assists in the interpretation and application of all laws and Board policies affecting the computation of retirement benefits.

Reviews and composes correspondence relating to multifaceted provisions of the Retirement System laws, policies and regulations with specific concentration in areas of retirement benefit computations and membership eligibility.

Prepares guidelines and controls on all phases of Retirement Benefits and Membership Departments functions and various departments of the Retirement System as related to Retirement Benefits and Membership Divisions.

Answers questions and renders decisions on retirement problems posed by staff members, members of the system, employers, attorneys, certified public accountants and elected and appointed governmental officials.

Reviews and determines eligibility for retirement membership of new governmental
agencies and individual members.

Confers with and advises management and other department heads on various retirement system functions and/or problems.

Attends legislative committee hearings and court proceedings.

Reviews legislation, board policy statements, court judgments and decisions, Attorney General's opinions and administrative decisions for interpretation, implementation, and compliance on retirement and membership matters.

Participates in seminars or other meetings with members of retirement systems and personnel of participating member agencies.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above:

Eight years of experience in employee benefits; OR

Six years of full-time experience in any field plus five years of experience in employee benefits; OR

A bachelor's degree plus five years of experience in employee benefits; OR

A Certified Retirement Counselor (CRC) or Certified Employee Benefit Specialist (CEBS) designation plus four years of experience in employee benefits.

EXPERIENCE SUBSTITUTIONS:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
