FUNCTION OF WORK:
To assist in the administration of all engineering activities for the Department of Transportation and Development.

SUPERVISION RECEIVED:
Executive direction from the Engineer Chief Administrator--DOTD. Alternative reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:
Subordinate staff typically consists of Engineers 9 and lower-level Engineers. Alternative reporting relationships may be approved by SCS.

JOB DISTINCTIONS:
Differs from Engineer 9 by the presence of responsibility for assisting in the administration of all engineering activities for the Department of Transportation and Development.

Differs from Engineer Chief Administrator--DOTD by the absence of full administrative authority for all engineering activities for the Department of Transportation and Development.

Administers, manages, plans, directs, and evaluates the operations of multiple technical engineering divisions (LTRC, Systems Engineering, Project Development, Traffic Engineering) and sections (Environmental, Construction and Contract Services) within the Office of Engineering of DOTD.

Administers, manages, plans, directs, and evaluates the operations of nine distinct, regional DOTD districts within the Office of Operations of DOTD.

Establishes goals, objectives, policies and procedures in order to facilitate achievement of desired results; schedules and prioritizes work activities in order to achieve results in a timely and efficient manner.

Establishes criteria or benchmarks against which work efforts will be measured in order to gauge progress; reviews and evaluates results actually achieved.

Continually oversees development of policies and process improvements; coordinates with other agency officials to ensure all phases and elements of the Office's functions are completed in accordance with applicable timelines, budget and standards.

Confers with the DOTD Secretary, Deputy Secretary, DOTD Assistant Secretaries, Division Chiefs, and other officials to coordinate work efforts, communicate operational and managerial needs, utilize resources, and eliminate duplication of efforts in order to efficiently achieve Department goals.

Participates in meetings with Federal officials, contractors, consultants, and elected as well as appointed federal and state public officials to correlate administrative and planning programs.

Consults with and provides advice to various public and private agencies, committees, and individuals interested in all areas of agency planning, development and operational development activities.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Possession of a current Louisiana license to practice professional Civil engineering plus one of the following, which must include two years of experience at the supervisory level or above:

1. Four years of licensed engineering experience or eight years of professional engineering experience; OR

2. A master's degree in engineering plus three years of licensed engineering experience or seven years of professional engineering experience: OR

3. A Ph.D. in engineering plus two years of licensed engineering experience or six years of professional engineering experience.

NOTE: Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional-level engineering experience.

NOTE: Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.
