FUNCTION OF WORK:
To supervise personnel performing land management functions within the Office of State Lands.

LEVEL OF WORK:
Supervisor

SUPERVISION RECEIVED:
General from a Public Lands Manager 1 or Public Lands Manager 2. Other Reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:
Direct over lower-level Public Lands Analysts and student personnel.

JOB DISTINCTIONS:
Differs from Public Lands Specialist by the presence of direct supervisory responsibilities.

Differs from Public Lands Manager 1 by the absence of managerial responsibilities.

EXAMPLES OF WORK:

Supervises activities related to the locating, retrieving, researching, analyzing and interpreting of various land title documents and response to requests within The Office of State Lands.

Advises, consults with management relative to daily operations, development of policies and procedures, and the establishment of office goals and objectives.

Analyzes the most complex documents to determine if a land patent can be issued. Prepares patent for Governor's signature.

Ensures the accuracy of the data input into the Patents database within the State Lands Information Management System (SLIMS).

Calculates fees charged for services and prepares invoices and collects said fees from customers.

Supervises the entry of all monies generated and collected from the records/tax section for the State Lands Revenue Tracking System (SLRTS) within the SLIMS.

Supervises operations for the Optical Scanning Program, which provides full-scale color reproductions of scanned images by using the corresponding text database index and retrieval system for historical documents.

Supervises the maintenance, repair, restoration, reconstruction of missing data, lamination, preservation and book binding operations of the various historical documents.

Consults and advises the management regarding the condition of historical documents relative to scanning and preservation, programs and project development, legal requirements, and policies for records retention.

Supervises the State Mineral Lease Records Program consisting of a hardcopy inventory of all active state mineral leases and all related documents and instruments.

Supervises the locating, retrieving, researching, analyzing, and interpreting of tax-adjudicated land documents, including the original adjudication into the state and all subsequent redemptions, cancellations, amendments, homesteads and sales.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Six years of experience in a lands administration field; OR

Six years of full-time work experience in any field plus three years of experience in a lands administration field; OR

A bachelor's degree plus three years of experience in a lands administration field; OR

An advanced degree plus two years of experience in a lands administration field.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
