FUNCTION OF WORK:
To plan, develop and administer training programs.

LEVEL OF WORK:
Administrator

SUPERVISION RECEIVED:
Administrative from a department Secretary, Undersecretary, administrator or executive level officer of the agency served.

SUPERVISION EXERCISED:
Direct over a Training and Development Staff Manager 1, or a mixture of advanced level trainers and other agency employees who perform training on a regular and recurring basis.

Differs from Training and Development Staff Manager 1 by the administrative responsibility for training programs of significant scope and complexity.

EXAMPLES OF WORK:

Designs, develops and administers a statewide employee training and development program of significant scope and complexity to be delivered by subordinate personnel.

Plans, organizes and supervises a training department at a field office, or larger state agency.

Directs the needs assessment for training and staff development to enhance the effectiveness of employee performance in achieving the goals and objectives of the agency.

Evaluates and implements appropriate information technology and develops long range plans for the most effective utilization of advanced communications technologies related to multimedia learning.

Reviews the training plans of subordinates to ensure conformity to department policies and effective use of resources.

Directs the preparation, submittal, explanation and management of the budget for the training function.

Administers the management development program.

Administers a skills inventory program of employees to effectively utilize employee capabilities in staffing the agency.

Directs the training and evaluation of training staff.

Provides consultation and functional supervision of personnel within and outside the department engaged in the development of course materials and the delivery of instruction.

Administers stipend, tuition reimbursement, conference, workshop and seminar attendance funds program on a facility or field office basis.

Reviews evaluations of training courses, objectives and accomplishments.

Makes assessments of effectiveness of training in terms of employee accomplishments and performance.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above:

Eight years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services; OR

Six years of full-time experience in any field plus five years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services; OR

A bachelor's degree plus five years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services; OR

An advanced degree in education, instructional design, business or public administration, industrial and organizational psychology, organizational behavior or human resources plus four years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services.

EXPERIENCE SUBSTITUTIONS:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.
