FUNCTION OF WORK:To teach, revise and develop a mix of basic and intermediate level courses for general audiences.
LEVEL OF WORK:SUPERVISION RECEIVED:General from a Training and Development Specialist 3, Training and Development Staff Manager or other supervisory staff.
SUPERVISION EXERCISED:JOB DISTINCTIONS:NOTE: The allocation of Training and Development Specialists is based on type of courses, audience composition and function.
Differs from Training and Development Specialist 1 by the level of courses, audience composition and independence.
Differs from Training and Development Specialist 3 by lack of advanced training and development assignments, audience composition and independence.

EXAMPLES OF WORK:EXAMPLES BELOW ARE A BRIEF SAMPLE OF COMMON DUTIES ASSOCIATED WITH THIS JOB TITLE. NOT ALL POSSIBLE TASKS ARE INCLUDED.
Delivers in their entirety, regularly scheduled and recurring courses of instruction that require little variation in teaching methods, utilizing case studies, role plays, varied written materials and other structured learning activities.
Implements training programs including determination of trainee population, scheduling of instructors, scheduling of facilities and determining and obtaining materials of instruction and visual aids.
Prepares visual aids appropriate to the course materials.
Researches subject matter of training topics to achieve teaching and writing competency.
Writes training manuals, behavioral objectives, tests and related material.
Validates training by comparing pre-and post test results.
Assists in evaluation and development of multimedia training materials.
Analyzes ergonomics of new technologies (i.e. microcomputers, construction materials, medical procedures, group homes, etc.) and determines need for instruction and materials required.
Delivers basic and intermediate level courses to audiences of different levels including intermediate supervisory audiences.
Prepares reports of training conducted, effectiveness of training and attainment of goals.
Manages a skills inventory program to effectively utilize employees' capabilities in staffing the organization.
Maintains agency-wide training records.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Four years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services; OR
Six years of full-time experience in any field plus one year of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services; OR
A bachelor's degree plus one year of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services; OR
An advanced degree in education, instructional design, business or public administration, industrial and organizational psychology, organizational behavior or human resources.
EXPERIENCE SUBSTITUTIONS:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.
