FUNCTION OF WORK:
To serve as chief administrator of a medium adult correctional facility.

LEVEL OF WORK:
Administrator

SUPERVISION RECEIVED:
Administrative direction from Assistant Secretary or Chief of Operations of Adult Services.

SUPERVISION EXERCISED:
Direct line over Correction Deputy Warden 3.

JOB DISTINCTIONS:
Differs from Correction Deputy Warden 3 by responsibility for being the final authority in an assigned correctional facility.

Differs from Correction Warden 4 because of the size and complexity of the facility administered.

Plans, directs, implements, and coordinates the total administrative, security, and treatment functions of an adult correctional facility

Establishes policies and procedures subject to administrative guidelines of the Secretary, Assistant Secretary, Chief of Operations, and Undersecretary.

Supervises and participates in facility responses to emergency situations including escapes and searches, offender work stoppages, hostage negotiations, and other violent and nonviolent disorders.

Serves as an administrator over a special needs unit (i. e., mental health or substance abuse).

Monitors overall staff effectiveness in security, treatment, administration and all other programs.

Conducts periodic physical inspections of the facility and grounds.

Maintains written, verbal, and direct personal contact with DPSC executive staff, headquarters support staff, facility staff, offenders, and families of offenders.

Reviews and acts upon reports, correspondence, and disciplinary actions.

Confers frequently with officials of local, state, and federal units of law enforcement including sheriffs, local police chiefs, district attorneys and judges.

Confers frequently with attorneys representing offenders the Louisiana Attorney Generals Office, and Civil Service regarding both offender and employee legal suits and civil cases.

Represents the facility in its relationship with local elected officials, news media, and civil organizations.

Administers the annual operating budget for all facility operations subject to administrative requirements of the Office of the Undersecretary.

Coordinates industrial and farm programs with the headquarters office of Prison Enterprises to insure maximum productivity and efficiency.

Responds on a 24-hour a day basis, to significant unusual occurrences at the facility.

Meets with the Secretary, Assistant Secretary, Chief of Operations and project architects to assist in the design of correctional facilities and the supervision of construction.

Supervises the assignment, maintenance, conditions, and other aspects of employee housing at the facility.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Two years of the required experience for the following minimum qualifications must have been at the managerial level or above with direct-line supervisory responsibility over two or more subordinates:

Six years of supervisory-level experience in a correctional institution, penal institution, or prison enterprises plus one of the following:

1. Six years of full-time experience in any field; or
2. A bachelor's degree.

OR

A master's degree plus five years of supervisory-level experience in a correctional institution, penal institution, or prison enterprises; OR

A doctorate plus four years of supervisory-level experience in a correctional institution, penal institution, or prison enterprises.

NECESSARY SPECIAL REQUIREMENT:
An applicant who has been convicted of a misdemeanor crime of domestic violence or a felony, or who is under indictment on a felony charge will be disqualified until relief from the disabilities imposed by State and Federal laws is granted.

In accordance with the Prison Rape Elimination Act (PREA) (Part 115:17) of Title 28 of the Code of Federal Regulations an applicant who has been found to have engaged in any form of sexual abuse; engaged in sexual activity in the community facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable or refused will be disqualified.
