FUNCTION OF WORK:
To manage the Office of Aircraft Services in accordance with Federal Aviation Administration (FAA) regulations, aircraft manufacturers' specifications, and State of Louisiana laws, rules, and guidance.

LEVEL OF WORK:
Manager

SUPERVISION RECEIVED:
Administrative direction from an Assistant Commissioner of Administration or any higher level manager.

SUPERVISION EXERCISED:
Direct over Aviation Mechanic Supervisors. Functional over professional, technical, and clerical staff.

JOB DISTINCTIONS:
Differs from Aviation Mechanic Supervisor and Aircraft Maintenance Inspector by responsibility for management and operation of the repair facility and administrative responsibility for office management.

Directs, plans, schedules, and coordinates all activities and functions of the aviation maintenance program so as to minimize delays and increase safety, productivity, and efficiency of maintenance personnel.

Develops and recommends work standards, methods, and procedures and implements policy and procedural changes to permit full utilization of personnel and equipment.

Designs and implements inspection standards, methods, and procedures to comply with all applicable FAA regulations, manufacturers' recommendations, and State of Louisiana laws, rules, and regulations.

Maintains all forms and records in compliance with acceptable maintenance and inspection procedures, FAA regulations, and department policies.

Ensures all maintenance work is completed in compliance with all applicable FAA regulations and manufacturers' recommendations.

Maintains complete parts coordination and inventory control for he fixed wing and the rotary wing maintenance sections.

Provides administrative personnel with frequent maintenance management information and reports such as maintenance costs, production reports, parts data, etc., to ensure maintenance management accountability.

Schedules training courses, as needed, for all aviation maintenance personnel to develop and retain a competent maintenance staff.

Conducts on-the-job training as needed.

Directs the management of budget, accounting, maintenance, and property control services for the State Office of Aircraft Services.

Determines policies and priorities for the office and assigns staff to work operations.

Researches and evaluates current practices and procedures to determine need for revisions.

Determines needs and develops plans for organizational changes impacting the agency.

Periodically reports on achievements and current status of objectives.

Determines financial and staff resource needs, allocates resources, and accounts for their effective use.

Delegates authority to subordinates and holds them accountable for the accomplishment of organizational goals. Resolves problems presented by subordinates.

Evaluates performance of subordinate staff.

Coordinates program efforts with other agencies and advises higher level officials on problems involving relationship of work units to other programs and their impact on such programs.

Coordinates buying and selling of new or used aircraft including appraisal and specification development for trade-in or disposal of machines.

Performs other duties and functions as may be required to ensure the safe and efficient use of all maintenance assets.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Possession of a current Federal Aviation Administration (FAA) Airframe and Powerplant (A&P) Certificate with Inspection Authorization (IA) plus four years of aviation maintenance experience.
