FUNCTION OF WORK:To manage subordinate professional staff and assist a division director or official in the administration of economic development programs for the State of Louisiana.
LEVEL OF WORK:SUPERVISION RECEIVED:Broad from a Business Development Director or higher-level administrative official.
SUPERVISION EXERCISED:Direct over a Business Development Supervisor and/or Business Development officers or other support staff. In addition, functional supervision may be exercised over contracted staff.
JOB DISTINCTIONS:Differs from Business Development Supervisor by the presence of managerial duties and by serving as an assistant to a division director or offical.
Differs from Business Development Director by the absence of overall responsibility for the administration and implementation of economic development programs.

Develops and implements strategic alliances with local economic development organizations to enhance program delivery.
Assists in setting divisional goals and monitors performance.
Makes recommendations on new legislation; prepares supporting data and presents testimony before legislative committees concerning budget or legislation.
Assists in preparing, analyzing, and implementing the Division budget, including income forecasts and internal portfolio expenditures.
Supervises the advertising campaign, design, and placement directed at the motion picture and television industry to induce these industries to come to Louisiana.
Manages the division web site by approving all information that is entered on and published to the division's Internet web page; and develops/publishes agency news to the division's web page on a daily basis or as needed.
Directs and manages the Bonding Assistance Program.
Represents the State of Louisiana as a speaker and panelist on a national and statewide level regarding Division programs.
Meets with prospective clients to review their business plans in order to evaluate which financial or incentive program is appropriate.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Seven years of experience in economic research or development, financial services, international relations, marketing, or real estate; OR
Six years of full-time work experience in any field plus four years of experience in economic research or development, financial services, international relations, marketing, or real estate; OR
A bachelor's degree plus four years of experience in economic research or development, financial services, international relations, marketing, or real estate; OR
An advanced degree in a business administration field, economics, or international trade plus three years of experience in economic research or development, financial services, international relations, marketing, or real estate.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Certification as an Economic Development Finance Professional (EDFP) or completion of the Economic Development Institute certificate program will substitute for one year of the required experience.
Possession of a Professional Community and Economic Developer Certification (PCED) or Certified Economic Developer (CEcD) certification will substitute for two years of the required experience.
