FUNCTION OF WORK:
To manage personnel and all aspects of a statewide compliance program monitored by an agency.

LEVEL OF WORK:
Manager

SUPERVISION RECEIVED:
Broad from an Undersecretary or equivalent agency executive.

SUPERVISION EXERCISED:
Direct line over all Program Compliance Officer Supervisor positions in the State for one or more programs administered or monitored by an agency.

JOB DISTINCTIONS:
Differs from Program Compliance Officer Supervisor by having second line supervisory duties over Program Compliance Analysts and Program Compliance Officers in same and remote area offices throughout the State and by having managerial authority over an entire statewide program.

Programs which qualify for this allocation are defined by the Department of State Civil Service (DSCS).

Manages the statewide programs of Unemployment Insurance Quality Control Audits and Overpayment and Fraud Investigations.

Manages the statewide compliance programs of Apprenticeship Training, Private Employment Services, Medical Exam, Drug Screen, and Child Labor Law.

Develops goals and measurable performance standards for subordinate program units and subordinate program compliance supervisors. Establishes productivity reporting criteria and procedures for these units; monitors supervisors' performance in meeting goals.

Provides guidance to subordinate labor program compliance supervisors in all phases of staff management. Ensures that supervisors are trained to counsel employees, develop employees skills, and lead employees to achieve performance objectives.

Provides periodic reports of unit performance to an Undersecretary or an Assistant Secretary.

Ensures the implementation of all directives of the appropriate federal agency for programs managed.

Controls time and attendance of subordinate supervisors and evaluates their performance.

Manages the statewide program and staff of property control.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Seven years of experience in compliance programs, federal jobs training programs, accounting, auditing, labor relations, workforce development, or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in compliance programs, federal jobs training programs, accounting, auditing, labor relations, workforce development, or administrative services; OR

A bachelor's plus four years of experience in compliance programs, federal jobs training programs, accounting, auditing, labor relations, workforce development, or administrative services; OR

An advanced degree plus three years of experience in compliance programs, federal jobs training programs, accounting, auditing, labor relations, workforce development, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
