FUNCTION OF WORK:To supervise a minimum of three Program Compliance Officer positions in the same and remote area offices or to manage all aspects of a statewide agency program which includes monitoring compliance in regional or parish offices.
LEVEL OF WORK:SUPERVISION RECEIVED:Broad from Program Compliance Officer Manager or similar position.
SUPERVISION EXERCISED:Direct line or programmatic over staff in same and remote offices.
JOB DISTINCTIONS:Differs from Program Compliance Officer 3 by having direct line supervisory duties over a minimum of three Program Compliance Officer positions in same and remote area offices, or by serving as manager of a statewide program which includes monitoring compliance at regional or parish offices.
Differs from Program Compliance Officer Manager by absence of second line supervisory duties and absence of responsibility for management of entire agency compliance program workforce with statewide monitoring and review requirements.

Serves as the single primary assistant to Program Compliance Officer Manager in Unemployment Insurance overpayment and fraud investigations, directly supervising staff in four regional offices.
Directly supervises all program activities for monitoring and enforcement of child labor laws and medical/drug screening, apprenticeship training programs, and private employment agency licensure.
Trains employees in performance of job duties, assigns and reviews work of subordinates, ensures accuracy of unit output, and measures performance of unit.
Analyzes risk and serves as program supervisor to monitor all internal security compliance in a large agency with regional and parish offices, including performing statewide compliance reviews.
Supervises and directs the work of state property compliance and all clerical staff in central property office. Reviews audit findings with subordinate staff members and serves as program resource to subordinates. Performs all administrative matters at central property office.
Evaluates performance of subordinates, controls time and attendance, counsels subordinate employees, recommends disciplinary action where appropriate, represents appointing authority in forums defending actions of appointing authority.
Responds to inquiries from other organizational units or the public regarding work of subordinates.
Ensures that accurate internal records are maintained.
Makes periodic reports to appropriate federal agencies regarding performance of unit.
Develops applications for software systems utilized in unit.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Six years of experience in compliance programs, federal jobs training programs, accounting, auditing, labor relations, workforce development, or administrative services; OR
Six years of full-time work experience in any field plus three years of experience in compliance programs, federal jobs training programs, accounting, auditing, labor relations, workforce development, or administrative services; OR
A bachelor's plus three years of experience in compliance programs, federal jobs training programs, accounting, auditing, labor relations, workforce development, or administrative services; OR
An advanced degree plus two years of experience in compliance programs, federal jobs training programs, accounting, auditing, labor relations, workforce development, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
