FUNCTION OF WORK:
To conduct and report field inspections and reviews, to ensure public compliance with statutes and programs monitored or administered by a state agency, and to initiate prosecution or sanctions for violations.

LEVEL OF WORK:
Advanced

SUPERVISION RECEIVED:
Broad from a Program Compliance Officer Supervisor or similar position.

SUPERVISION EXERCISED:
May provide guidance to lower-level Program Compliance Officers.

JOB DISTINCTIONS:
Differs from Program Compliance Officer 2 by the presence of advanced level duties, which include but are not limited to the following: responsibility to prepare non-standardized reports of program fraud, to prepare evidence and to serve as chief witness for prosecution, or to serve as assistant supervisor in a unit with at least three Program Compliance Officer positions.

Differs from Program Compliance Supervisor by the absence of direct supervisory duties.

Discusses findings with business manager, accountant, or other representative and offers employer the opportunity to make proper payment.

Takes necessary steps to file lien on all business bank accounts and holdings.

Prepares detailed reports on findings of audits or investigations and agreement reached with taxpayer business.

Determines tax liability for each employee on payroll; makes necessary adjustments to amounts paid.

Consults, educates, and provides assistance to businesses in proper tax reporting and compliance with statutes.

Acting as quality control program auditor, determines whether claims for Unemployment Insurance benefits were properly processed and paid and prepares standardized report of review findings.

Conducts random quality control audits of Unemployment Insurance benefits recipients.

Compares application and supporting documents to file records and determines whether Unemployment Insurance recipient has been properly paid; calculates period and amount of overpayment.

Prepares reports of Unemployment Insurance or Workers Compensation benefits audits and calculates dollar amount of underpayment or overpayment.

Calls alleged Workers Compensation or Unemployment Insurance fraud violator into office to respond to evidence gathered; attempts to negotiate repayment of benefits or refers case to District Attorney or Attorney General for prosecution.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Five years of experience in compliance programs, federal jobs training programs, accounting, auditing, labor relations, workforce development, or administrative services; OR

Six years of full-time work experience in any field plus two years of experience in compliance programs, federal jobs training programs, accounting, auditing, labor relations, workforce development, or administrative services; OR

A bachelor's plus two years of experience in compliance programs, federal jobs training programs, accounting, auditing, labor relations, workforce development, or administrative services; OR

An advanced degree plus one year of experience in compliance programs, federal jobs training programs, accounting, auditing, labor relations, workforce development, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
