FUNCTION OF WORK:
To plan, organize, and manage fiscal programs.

LEVEL OF WORK:
Manager

SUPERVISION RECEIVED:
Generally from a higher-level fiscal manager or administrator.

SUPERVISION EXERCISED:
Typically over at least two Accountant Supervisors or one Accountant Manager 1. Agency hierarchy and reporting relationships will also be considered when making allocations at this level.

JOB DISTINCTIONS:
Differs from other Accountant Managers by level of Accountant Administrator served; relationship to Accountant Administrator; the number of accounting functions managed; scope and complexity of programs managed; and size and composition of subordinate staff.

Differs from Accountant Administrator by subordinate relationship.

Oversees the preparation of complex financial reports in the areas of budget development, cost reporting, and revenue forecasting.

Develops goals and measurable performance standards for subordinate fiscal units and subordinate fiscal supervisors.

Establishes productivity reporting criteria and procedures for these units and monitors supervisors' performance in meeting goals.

Ensures that supervisors are trained to counsel employees, develop employees' skills, and lead employees to achieve performance objectives.

Provides periodic reports of unit performance to higher level Accountant Manager or Accountant Administrator.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Seven years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Six years of full-time experience in any field plus twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor’s degree with twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR

An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Possession of a Certified Public Accountant (CPA) license plus two years of experience in accounting, auditing, financial operations, payroll, or banking.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
