FUNCTION OF WORK:To serve as a lead worker or program manager in developing, implementing, and monitoring one or more specific civil rights programs for a major state agency. Provides technical assistance to other Compliance Programs Specialists in the assigned area of expertise. Lead worker positions supervise certain aspects of the day to day work of 1 to 3 lower level Specialists. Non- supervisory program managers are independently responsible for planning, implementing and evaluating all aspects of assigned programs.
To serve as the principal assistant to the Compliance Programs Director.
LEVEL OF WORK:SUPERVISION RECEIVED:Broad review from the Compliance Programs Director.
SUPERVISION EXERCISED:Lead worker over 1 to 3 lower level Compliance Programs Specialists. Positions serving as the principal assistant to the Compliance Programs Director or independent program managers may be non-supervisory.
JOB DISTINCTIONS:Differs from Compliance Programs Director by the absence of responsibility for management of all civil rights programs for a state agency.
Differs from Compliance Programs Specialist 3 by the presence of lead work responsibilities over 1 to 3 lower level professionals, independent management responsibilities or serving as the principal assistant to the Compliance Programs Director.

Serves as a program manager or lead worker in independently planning, developing, implementing, monitoring and evaluating generic and agency specific Civil Rights activities.
These include, but are not limited to:
Title VI - prohibits discrimination in the provision of services such as Food Stamps, Unemployment Insurance, Community Services Block Grants funding, Workforce Investment Act funding, and all services provided under Title IX and XX (all public and private service providers including social service providers, hospitals, day care centers and facilities for the physically and mentally handicapped.)
Title VII - prohibits discrimination in employment practices and involves activities in the areas of affirmative action, sexual harassment, hiring and promotional policies, and agency interaction with the Equal Employment Opportunity Commission (EEOC).
Title IX - ensures non-discriminatory funding services for males and females in an educational setting.
Contract Monitoring and Contractor Compliance - preventing discrimination in awarding contracts and ensuring that contractors remain in compliance with all federal civil rights laws. Includes interactions with the Office of Federal Contract Compliance (OFCC), EEOC, USDOL, DHHS, Department of Justice and Human Rights Commission.
Disadvantaged business and minority set-aside programs - designed to enhance the capability of minority businesses in competing with large, well-established firms.
Handicapped Rehabilitation Act/Veterans Rehabilitation Act\ American with Disabilities Act - preventing discrimination in the work place based on a broad array of handicaps.
Monitors the implementation of assigned program activities and evaluates agency practices to ensure agency goals are being met.
Recommends and implements new programs, policies or procedures designed to maintain or improve compliance with current laws and regulations.
Provides assistance and advice to compliance programs staff and agency management in areas of program expertise.
Independently conducts and reviews results of on-site reviews to assure compliance with federal guidelines and agency policies.
Independently investigates grievances and complaints.
Reviews results of investigations conducted by other compliance
staff in the area of expertise.
Conducts meetings to discuss unresolved issues and explore
alternative solutions.
Recommends a course of action to involved parties.
Participants in such meetings may be required to report progress toward achieving established goals.
Prepares or supervises preparation of required federal and state reports and analyses.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Six years of experience in monitoring compliance with federal nondiscrimination laws and regulations; or in human resources or employment law; OR
Six years of full-time work experience in any field plus three years of experience in monitoring compliance with federal nondiscrimination laws and regulations; or in human resources or employment law; OR
A bachelor's degree plus three years of experience in monitoring compliance with federal nondiscrimination laws and regulations; or in human resources or employment law; OR
An advanced degree plus two years of experience in monitoring compliance with federal nondiscrimination laws and regulations; or in human resources or employment law.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
