FUNCTION OF WORK:
To determine eligibility for benefits and calculation of retirement benefits due retirement system members in accordance with state and federal laws and regulations.

LEVEL OF WORK:
Advanced

SUPERVISION RECEIVED:
General from a Retirement Benefits Supervisor or higher-level personnel.

SUPERVISION EXERCISED:
None.

JOB DISTINCTIONS:
Differs from Retirement Benefits Analyst 2 by the presence of advanced-level responsibilities involving complex tasks. Differs from Retirement Benefits Analyst 4 by the absence of responsibility for performing highly complex and impacting tasks that require an extensive, detailed knowledge of state and federal laws and regulations.

EXAMPLES OF WORK:

Performs complex tasks in a particular area of retirement processing, such as disability retirements, actuarial cost computations or Deferred Retirement Option Plan (DROP), etc.

Counsels individual members extensively to explain regular, deferred and disability retirement eligibilities and computations, survivor benefits, distribution methods, interest assumptions and effects of beneficiary designations in accordance with Louisiana Revised Statutes, board policies, administrative decisions and federal tax laws.

Audits member records to determine continued eligibility for the Deferred Retirement Option Plan (DROP) as well as for the survivor, disability and minor child benefits.
Finalizes retirement benefits and estimates, including advances on final benefit payments, deposits to and disbursements from member DROP accounts and any adjustments to benefit payments due to changes in outside earnings or age.

Examines medical reports received on disability retirees to determine if they should be sent to the State Medical Disability Board.

Advise retirees on advantages of and procedures for converting from disability retirement to regular retirement.

Confers with school boards, colleges and universities, vocational and technical institutes, state agencies, other retirement systems and individual members on a variety of retirement-related matters.

Prepares correspondence explaining the provisions of the Retirement System laws, rules and regulations and the method of computation to determine eligibility and retirement allowances.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Five years of experience in employee benefits; OR

Six years of full-time experience in any field plus two years of experience in employee benefits; OR

A bachelor's degree plus two years of experience in employee benefits; OR

A Certified Retirement Counselor (CRC) or Certified Employee Benefit Specialist (CEBS) designation plus one year of experience in employee benefits.

EXPERIENCE SUBSTITUTIONS:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
