FUNCTION OF WORK:To supervise an operational division in the enforcement and regulation of insurance laws.
LEVEL OF WORK:SUPERVISION RECEIVED:Broad from Insurance Manager.

JOB DISTINCTIONS:Differs from Insurance Specialist 4 by the presence of supervisory responsibilities.
Differs from Insurance Manager by the absence of division-wide managerial responsibilities.

Analyzes rules and rate filings submitted by insurance companies to assess appropriateness of requested changes and fairness to consumers.
Confers and corresponds with insurance companies and the public to provide information and resolve problems.
Prepares fiscal impact statements and special reports for the legislature.
Reviews investigations of insurance agents and firms regarding alleged misconduct and recommends appropriate legal action if warranted, including revocation of licenses.
Analyzes data from different sources to determine if a fraud investigation is warranted i.e., consumer complaints, media coverage, evidence of financial problems, referrals from other agencies or departments, informers, etc.; determines whether the problem is simply a procedural or clerical error or if there is evidence of fraud, makes appropriate recommendations to superiors.
Manages and analyzes databases of insurance transactions to determine possible fraudulent activity.
Prepares complex investigative summary reports.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Six years of experience in insurance, administrative services, investigations, or law enforcement: OR
Six years of full-time work experience in any field plus three years of experience in insurance, administrative services, investigations, or law enforcement; OR
A bachelor's degree plus three years of experience in insurance, administrative services, investigations, or law enforcement; OR
An advanced degree plus two years of experience in insurance, administrative services, investigations, or law enforcement.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
