LEVEL OF WORK:SUPERVISION RECEIVED:Close from a Veterans Assistance Supervisor. Other reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:JOB DISTINCTIONS:Differs from Veterans Assistance Counselor 2 by the absence of experienced-level veterans assistance duties.

Serves as a trainee in counseling veterans and their beneficiaries concerning their eligibility for benefits under state and federal laws. Learns to provide guidance to veterans seeking admissions to veterans hospitals, correction of military records, securing proper care for physical or mental disabilities, etc.
Under close supervision, assists veterans and their beneficiaries in completing routine forms; gathers supporting documentary information and monitors the processing of claims through the applicable system.
Becomes familiar with the current laws, rules, and regulations for claims decisions; reviews routine individual case files to determine compliance.
Assists veterans and their beneficiaries in preparing forms to initiate appeals.
Attends meetings and briefings to stay abreast of policy changes.
Provides written information such as pamphlets, brochures, and informational packets at veterans outreach functions to promote public interest and awareness.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
This job requires the incumbent to be an honorably discharged veteran of the United States Armed Forces who served on an active, full-time basis and meet one of the following qualification requirements:
Three years of experience in veterans service work, public benefits claims examining, social services or human resources; OR
Six years of full-time experience in any field; OR
A bachelor's degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
