FUNCTION OF WORK:To serve as Chief Executive Officer of an OAD region.
LEVEL OF WORK:SUPERVISION RECEIVED:Administrative direction from a Deputy Assistant Secretary and/or Director of Field Services.
SUPERVISION EXERCISED:Line over OAD Clinic Manager, Contract Programs, Regional Specialist positions, Inpatient Facility Managers and Regional Program staff.
JOB DISTINCTIONS:Differs from an OAD Assistant Regional Administrator by full responsibility for the management of all activities of an OAD region.

Plans, organizes, directs and controls all administrative programmatic and professional services of alcohol and drug abuse outpatient centers, prevention services, single point of entry, 24 crisis intervention and inpatient services.
Plans, directs, implements and evaluates long range OAD plans, programs and policies.
Plans, directs and evaluates community support programs which may include outpatient, inpatient, halfway houses, 3/4 way houses, supervised recovery homes, detoxification programs, prevention and intervention services.
Hires, assigns, evaluates, disciplines and terminates personnel; administers the recruitment of staff and approves personnel actions.
Identifies service needs, plans programs, negotiates service delivery contracts, evaluates proposals and supervises the monitoring of the contract programs.
Implements rules and regulations and establishes policies and procedures to meet changes in law or state policy and federal regulations.
Directs the development and monitoring of regional operating and capital outlay budgets.
Coordinates regional advisory board or commission member to monitor community needs and concerns.
Supervises Clinic, Inpatient and Contract Managers in the region, Regional Specialist and Regional Program Staff.
Directs regional quality assurance program involving reviews and studies established directives and reports corrections needed.
Conducts staff meeting and conferences with medical directors, center managers and other major supervisory personnel to discuss operating problem, organization, budgetary, matters personnel matter, technical problems and projects.
Meets with officials of federal, state and local agencies, professional organizations, patients and interested groups on matters related to regional gambling, alcohol and drug abuse issues.
Insures that licensing, certification and accreditation standards of facilities are met.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above:
A master's degree in human or health services, social work, or a social sciences field; health care or behavioral health administration, nursing, or public health plus five years of experience providing health services, behavioral health treatment, social services, nursing, or counseling; OR
A doctorate in human or health services, social work, or a social sciences field; health care or behavioral health administration, nursing, or public health plus three years of experience providing health services, behavioral health treatment, social services, nursing, or counseling.
