FUNCTION OF WORK:
To manage, coordinate, and direct the overall operations of marina properties under the jurisdiction of the Board of Commissioners of the Orleans Levee District.

LEVEL OF WORK:
Administrator

SUPERVISION RECEIVED:
Administrative direction from the Orleans Levee Board Director.

SUPERVISION EXERCISED:
Line over Marina Assistant Managers.

JOB DISTINCTIONS:
Differs from the Marina Assistant Manager by the presence of overall business management of Marina Operations to include operations, financial management, property control, and personnel management.

Formulates current and long range programs, plans, and policies for Orleans Marina and South Shore Harbor.

Coordinates work by scheduling assignments and directing the work of the Marina Assistant Managers.

Develops and monitors budget recommendations for capital outlay, personnel services, equipment, and materials. Prepares annual budget for each marina, anticipating requirements for supplies, new or replacement fixed assets, and maintenance plans and costs, as derived from written and verbal reports from Marina Assistant Managers, as well as from personal inspection and observation.

Meets with government officials, private industry officials, professionals, and others on matters regarding the marinas.
Coordinates operational needs for the marinas with the Police and Engineering departments who provide staff for security and maintenance activities.

Coordinates marketing surveys, financial projections, land use plans, and development criteria for landside commercial development of the marinas. Develops marketing plans and directs advertising programs for lease of various marina facilities.

Revises rules and procedures to meet changes in law or policy.

Conducts staff meetings and conferences with Marina Assistant Managers to discuss operating problems, organization, budgetary matters, personnel matters, technical problems and the status of programs and projects.

Selects and assigns staff, identifies staff development needs, and assures that necessary training is obtained.

Maintains records, prepares reports, and prepares correspondence relative to the operations of the marinas.

Reviews reports of regular daily inspections of marina facilities to identify and correct material deficiencies.

Reviews work of Marina Assistant Managers through written reports and regular on-site inspections.

Determines highest and best use of facility to generate maximum return to insure positive cash flow to offset bond issue debt service.

Closely analyzes production of income from such sources as slip rental, beverages, marine stores, lockers, vending machines, fuel docks, and leases.

Coordinates with Finance Department the collection of all fees associated with marina operations.

Maintains a record of operating costs and income received from each marina.

Negotiates rental of boathouses for long term income.

Negotiates with prospective lessees for rental of marina property and directs preparation of leases.

Inspects waterways for violation of water pollution regulations.

Serves as liaison with U.S. Corps of Engineers and U.S. Coast Guard to assist in enforcement of water pollution requirements.

Meets regularly with the Orleans Levee Board Director and Chairman of the Orleans Levee Board Marina Committee to discuss program results and to formulate recommendations for changes aimed at improving the overall operations and services offered to the boating community.

Ensures rules and regulations for maneuvering and servicing boats within the marinas conform, insofar as practicable, with those established by other marinas in the region. This includes modifications or additional regulations required to cover special conditions in marinas under the incumbent's purview.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Eight years of experience in administrative services; OR

Six years of full-time work experience in any field plus five years of experience in administrative services; OR

A bachelor's degree plus five years of experience in administrative services; OR

An advanced degree plus four years of experience in administrative services.
