FUNCTION OF WORK:To perform research and analysis of issues affecting state and/or local debt.
LEVEL OF WORK:SUPERVISION RECEIVED:Direct from a State Treasury Debt Officer. May receive supervision from higher-level personnel.
SUPERVISION EXERCISED:JOB DISTINCTIONS:Differs from State Treasury Debt Analyst 2 by the presence of a lesser degree of independence and responsibility.

Participates in the research and analysis of projects involving needs assessments, evaluation of bond proposals, the collection and analysis of legislation, and other comparable data from state and local governmental agencies.
Records, classifies, analyzes, and summarizes financial and economic data; prepares various financial statements and reports of a complex nature. Interprets and justifies financial reports and statements.
Assists in the analysis of debt payments and the balance of outstanding indebtedness; prepares reports for review. Maintains balance in computer of bonds sold and redeemed.
Assists in the preparation of financial schedules and exhibits. Provides statistical support for bond issues and applications for additional bond proposals for inclusion in the Treasury Department's prospectus, which is available for all prospective investors.
Confers and assists in preparing reports for rating services, brokerage firms, prospective buyers and the general public relative to the State's debt structure. Resolves problems by obtaining and providing information.
Researches previous and proposed legislation for legislative committees, the Attorney General, the Bond Commission, as well as governmental units and agencies.
Assists in the calculation of amortization of indebtedness for various periods of time as prescribed in bond proposals, and verifies complex information requiring the interpretation of financial data.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Three years of experience in accounting, auditing, financial operations, payroll, banking, or administrative services in a financial setting; OR
Six years of full-time experience in any field plus twenty-four semester hours in any one or combination of the following: finance, economics, or accounting; OR
A bachelor's degree with twenty-four semester hours in any one or combination of the following: finance, economics, or accounting; OR
A bachelor's degree in accounting, finance, business administration, management, economics, or statistics; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics; OR
Possession of a Certified Public Accountant (CPA) license.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
