FUNCTION OF WORK:To plan, implement, and administer any one or combination of statewide quarantine and horticulture programs, such as apiary, nursery, biotechnology, cooperative plant pest survey, sweet potato programs, etc., pesticide programs, such as pesticide certification and enforcement, pesticide product registration, pesticide emergency response, and pesticide waste disposal, farm worker safety, endangered species protection, or water, food, feed, and fiber monitoring.

To plan, implement, and administer statewide activities involved in assessment and management of environmental impact of agricultural operations on soil, water, air, and other related natural resources.
LEVEL OF WORK:SUPERVISION RECEIVED:Administrative direction from an unclassified director or Assistant Commissioner.
SUPERVISION EXERCISED:Functional and programmatic over Agricultural Environmental Specialist Managers.
LOCATION OF WORK:Department of Agriculture and Forestry, Office of Agricultural and Environmental Sciences or Office of Soil and Water Conservation.
JOB DISTINCTIONS:Differs from Agricultural Environmental Specialist Managers by responsibility for planning, implementing, and managing statewide agricultural and environmental programs or resource conservation programs and serving as staff expert and consultant for these programs.

Develops, implements, and maintains procedures for training, inspections, pest detection and interception, and any other procedures required for assigned program area(s).
Reviews, updates, and maintains regulations affecting assigned program area(s) and recommends changes as required.
Establishes procedures and guidelines for review of applications and for state and federal permits which must be approved by the state prior to their issuance.
Prepares responses and recommendations on proposed state and federal laws and regulations as related to assigned program area(s).
Coordinates federal-state cooperative programs.
Makes administrative and regulatory decisions and recommendations involving management, direction, and regulation of assigned program area(s).
Implements, coordinates, and monitors training and inspection programs and procedures necessary to prevent bio-engineered plant pests from entering or becoming established in Louisiana.
Represents the department on matters related to assigned program area(s) in hearings and meetings with the public and meetings with local officials and representatives of other state or federal agencies or other groups.
Develops program priorities.
Manages all enforcement activities for assigned program area(s).
Recommends types of enforcement actions to be taken on violations in assigned program area(s).
Serves as department expert and consultant for problems arising in assigned program area(s).
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Eight years of experience in agriculture, chemistry, natural resource management, structural pest control, or inspection or enforcement for compliance with agricultural, environmental, or public health laws, rules or regulations; OR
A bachelor’s degree in forestry, an agricultural, biological, chemical, environmental science, or engineering field plus five years of the required specialized experience; OR
A master's degree in forestry, an agricultural, biological, chemical, environmental science, or engineering field plus four years of the required specialized experience.
