FUNCTION OF WORK:
To manage an elections program ensuring compliance of organizational policies, procedures, and statutes.

LEVEL OF WORK:
Manager

SUPERVISION RECEIVED:
Broad direction from an Election Program Administrator.

SUPERVISION EXERCISED:
Typically direct over Election Program Supervisors or Specialists. May exercise supervision over lower level personnel.

JOB DISTINCTIONS:
Differs from Election Program Supervisor by the presence of managerial responsibilities.

Differs from Election Program Administrator by the absence of full responsibility for the work of the Divisions and/or oversight of the Parish Clerks or Registrar of Voters.

EXAMPLES OF WORK:

Coordinates training and instructions of clerks and registrars in the procedures and software applications for all voting machines as they relate to laws, regulations, and results reporting.

Coordinates staff activities associated with pre-election and post election activities, including transfer of ballot information, final checking and sealing of machines, and transporting of equipment.

Conducts and/or oversees the technical research, investigations and statistical analysis election processes to provide recommendations for legislation or election reform.

Provides technical assistance and interpretation of the laws and procedures, and proposes new legislation pertaining to the Election laws and rules.

Edits and validates all candidate lists provided by Clerks of Court after each qualifying period, checking for dual candidacies, typographical and format errors, and compliance with rules and regulations mandated by Title 18 (the Election Code).

Recommends and directs implementation of changes to on-going statewide training program in accordance with the National Voter Registration Act to address problem areas.

Assists in the direction and administration of all elections programming, testing procedures for voting equipment, the transmission of the results, and the daily operations of field personnel on a statewide basis.

Designs and conducts training programs for subordinate employees and local government officials.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Two years of the required experience for the following minimum qualifications must have been in an office having the responsibility in the regulation and administration of the election process or the voter registration process:

Seven years of experience in election program activities or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in election program activities or administrative services; OR

A bachelor's degree plus four years of experience in election program activities or administrative services; OR

An advanced degree plus three years of experience in election program activities or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NOTE:
Election program activities include the following job functions: records management, voter registration, regulation or administration of the election process, forms management or design, or the maintenance, programming, or repair of election equipment.
