FUNCTION OF WORK:
To plan and direct all operations at the Port's Marine Terminals.

LEVEL OF WORK:
Administrator

SUPERVISION RECEIVED:
Broad direction from Port Terminal Manager 2.

SUPERVISION EXERCISED:
Line over Marine Terminal Managers 1 and 2, Port Terminal Operations Supervisors, clerical and Docks' service personnel.

JOB DISTINCTIONS:
Differs from Marine Terminal Manager 2 by responsibility for all aspects of operations of the Port's Docks Department.

Differs from Port Terminal Manager 2 by lack of total responsibility for all Port operations.

EXAMPLES OF WORK:

Serves as administrator of the Docks Department at the largest State Port.

Confers with steamship and stevedore officials on various problems arising in connection with the movement of heavy lift equipment, bulk commodity cargoes, hazardous cargoes and others that require special handling and storage.

Computes first call on berth privilege and preferential assignment agreement charges; confers with companies about such contracts and the use of the privilege.

Investigates and may grant extension of free time and adjusted demurrage.

Exercises administrative supervision over gathering of information and records for invoicing users.

Expedites movement of cargoes from wharves and storage areas to other port facilities.

Directs clean up operations.

Approves berth forms and annual licenses for barges and fleet purposes.

Reports needs for dredging and maintenance.

Enforces regulations; testifies in court; supervises inspections.

Assists legal department in disposing of abandoned cargoes.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Eight years of experience in port, marine, or wharf operations; OR

Three years of experience in port, marine, or wharf operations plus three years in the supervision of other supervisory personnel in port, marine, or wharf operations; OR

A bachelor's degree plus five years of experience in port, marine, or wharf operations.
