FUNCTION OF WORK:
To direct a division responsible for devising, compiling, and disseminating economic and managerial information for the Department of Labor and all sectors of the economy; and to direct and manage the operation of the LA Occupational Information Coordinating Committee (LOICC).

LEVEL OF WORK:
Administrator

SUPERVISION RECEIVED:
Administrative direction from Assistant Secretary of Labor.

SUPERVISION EXERCISED:
Direct line over Labor Economic Research Managers and Economist.

JOB DISTINCTIONS:
Differs from Labor Economic Research Manager by possessing full accountability for all operational and programmatic activities of the division.

EXAMPLES OF WORK:

Directs the Research and Statistics Section of the Department of Labor and the State Occupational Information Coordinating Committee, insuring availability of necessary economic information which may have to be devised to fit particular circumstances.

Provides necessary economic information to all sectors of the economy.

Interprets and comments on federal and state laws and regulations to insure further enhancement of the state's economic condition as well as program compliance.

Negotiates, finalizes, and directs the accomplishments of several financial contracts between the Bureau of Labor Statistics and the Department of Labor, Office of Occupational Information Services.

Manages division activities by determining priorities and timeframes, conducting staff meetings, assigning projects and monitoring status, and interpreting laws, policies, and procedures.

Directs the labor market information program in compiling, interpreting, and releasing information on employment and unemployment trends, developments, and outlook by geographical area and by industrial and occupational groups.

Coordinates activities within and outside the division by attending meetings, committees, and workshops to ensure compliance of data gathered and disseminated with reporting requirements, updating computer and manual data system needs and procedures, investigating discrepancies and recommending corrective action, and responding to inquiries.

Represents the agency/division on committees and councils when statistical economic labor market and labor force information is the dominant factor and may make technical presentations at various meetings involving state, national, or local officials, and/or representatives of trade and civil organizations.

Advises and makes recommendations to agency appointing authorities on workforce development policies, issues on economic forecasts, training programs, federal guidelines and requirements of the division, and other programmatic and policy issues.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Six semester hours in economics with an additional six semester hours in a combination of economics, math, computer science, statistics, or marketing plus one of the following:

Three years of experience in accounting, financial auditing, or statistical analysis, plus five years of experience in statistical analysis, marketing, information technology, workforce development, public benefits claims examining, or human resources; OR

Six years of full-time work experience in any field plus five years of experience in statistical analysis, marketing, information technology, workforce development, public benefits claims examining, or human resources; OR

A bachelor's degree plus five years of experience in statistical analysis, marketing, information technology, workforce development, public benefits claims examining, or human resources; OR

An advanced degree in economics, business administration, public administration, math, statistics, or information systems and decision sciences plus four years of experience in statistical analysis, marketing, information technology, workforce development, public benefits claims examining, or human resources.
