FUNCTION OF WORK:
To perform entry level work for departmental projects which require environmental evaluation and/or assessment through inspection, permitting, data collection and analysis, research and formulation of corrective actions or mitigation, and the preparation of environmental reports, including, but not limited to environmental assessments and environmental site assessments.

JOB DISTINCTIONS:
Differs from Environmental Impact Specialist 2 by the absence of responsibility for journeyman level duties.

ENVIRONMENTAL EVALUATION:
Assists in the preparation of technical environmental studies and analyses including air quality, noise and vibration, water quality, and/or wastewater assessments.

Participates in an agency's wastewater testing program including compliance reporting, certification, and quality assurance/quality control.

Performs routine field investigations for the purpose of site assessment and data collection for most federal aid highway projects or other agency projects.

Assists in the evaluation of sites containing non-routine hazardous material contamination and preparation of technical assessments and closure plans.

Collects and interprets a wide variety of pollution monitoring data obtained with electronic instrumentation.

Assists in providing guidance to agency personnel on proper procedures for transporting and handling of designated hazardous wastes.

Assists in the collection, organization and transmittal of data necessary to develop storm-water pollution prevention plans.

Assists in compliance sampling, testing, and reporting requirements associated with storm water permits.

Assists in the potable water program to insure monitoring requirements are met and documentation is maintained.

Assists in preparation and submission of reports to permitting agencies that inventory hazardous material quantities and disposal methods.

Assists in field investigations in response to citizen complaints arising from DOTD activities such as pile-driving vibration damage, construction and traffic noise pollution and hazardous waste pollution.

Assists in the inspection and investigation of non-routine hazardous material contamination found on agency property or right-of-way in order to ascertain pollution levels.

Maintains knowledge of current methodologies and procedures regarding hazardous material handling by review of regulatory literature and seminar attendance.

ENVIRONMENTAL ASSESSMENTS:
Assists in the study and evaluation of potential social, economic and environmental impacts of transportation projects at the planning and preliminary design stages.

Assists in coordinating work with other local, state, and federal planning groups having social, economic, and environmental responsibilities.

Identifies existing environmental resources within the immediate and general area of the proposed project and evaluates the project's impact on the same.

Identifies existing community resources within the immediate and general area of the proposed project and evaluates the project's impact on the same.

Employs the use of computer models to predict noise and air pollution levels associated with proposed DOTD actions and for the design of noise barriers where mitigation is feasible.

Researches and writes categorical exclusions and other documents as required.

Conducts on-site environmental inspections as necessary to gather data.

Catalogues correspondence and research files. Reviews transcripts and other documents for accuracy.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
A bachelor’s degree in a biological, earth, environmental, natural, physical, or social science, or in an engineering or architecture field.
