FUNCTION OF WORK:To plan, direct, coordinate, and administer all state treasury fiscal programs which includes overseeing the receipt, custody, investment, and disbursement of public funds for the State.

SUPERVISION EXERCISED:Direct over State Treasury Fiscal Control Assistant Director.
JOB DISTINCTIONS:Differs from State Treasury Fiscal Control Assistant Director by the presence of full responsibility for developing and administering all state treasury fiscal programs including cash management and investment of state funds.

Plans, directs, administers, and analyzes state treasury cash management programs, banking programs, social security programs, policies and procedures which includes reviewing technical advances in accounting and reporting practices.
Administers the states programs of accounting management controls for the warrant and expenditure of funds in the state budget and funds dedicated by the state constitution and Louisiana Revised Statutes.
Directs and approves the preparation of the state's annual cash basis financial statements for the Legislative Auditor, Division of Administration, and the State Bond Commission.
Testifies before legislative financial and economics committees concerning the fiscal effects of legislation on the state's financial position.
Provides factual information in regard to proposed legislation pertaining to the fiscal policies and programs of the state.
Directs and approves the implementation of constitutionally mandated programs including state revenue sharing and royalty and severance tax reversions.
Develops and directs statewide standards, policies and procedures to provide timely collections and recognition of state revenues.
Oversees preparation of reports to the Governor and legislators on financial status and results of legislatively created funds and programs.
Directs the accounting and reporting of long and short term investments made by the state through the state treasury investment system.
Coordinates with the federal government concerning the policies and procedures of the flow of federal funds to the state.
Plans, directs, and coordinates activities of the Department of the Treasury including hiring and evaluating personnel, establishing goals and objectives, directing personnel training programs, and monitoring and approving budgetary expenditures.
Performs public relation functions by providing information to the press and other outside interested parties.
Represents the State Treasurer in court testimonies involving suits and provides expert witness testimonies in suits against other state agencies.
Represents the State Treasurer on the Cash Management Review Board and ISIS Steering Committee, Deputy Sheriffs Supplemental Pay Board, and other committees created for the purpose of establishing statewide fiscal policies.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above:
Nine years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in any one or combination of accounting, economics, finance, or statistics plus six years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree with twenty-four semester hours in any one or combination of accounting, economics, finance, or statistics plus six years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree in accounting, finance, business administration, management, economics, or statistics plus six years of experience in accounting, auditing, financial operations, payroll, or banking; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Possession of a Certified Public Accountant (CPA) license plus four years of experience in accounting, auditing, financial operations, payroll, or banking.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
