FUNCTION OF WORK:
To assist in administering specific operational/patrol functions or administrative enforcement programs of the Enforcement Division. Serves as manager over specific statewide specialized enforcement units and/or provides direct line supervision over several enforcement regions and/or regulatory supervision over statewide enforcement activities.

SUPERVISION RECEIVED:
Broad from a Wildlife Enforcement Lieutenant Colonel.

SUPERVISION EXERCISED:
Direct line over Wildlife Enforcement Captains, agents of lower rank, non-law enforcement administrative professionals. and/or specialized statewide-mobilized enforcement units.

LOCATION OF WORK:
Department of Wildlife and Fisheries, Law Enforcement Division, Headquarters.

JOB DISTINCTIONS:
Differs from Wildlife Enforcement Captain by the presence of administrative responsibility of a specific program, management and supervision of a statewide-specialized enforcement unit, and direct line supervision over several regions and/or regulatory supervision over statewide enforcement activities.

Differs from Wildlife Enforcement Lieutenant Colonel by the absence of administrative responsibility over either operations/patrol or administrative functions of the Enforcement Division and administrative responsibility over enforcement of technical programs associated with the department's mission.

Monitors, reviews, analyzes, and assists in coordinating the implementation and enforcement of all state and federal laws relative to the management, protection, conservation of wildlife/fisheries resources, and all state boating laws.

Updates information contained in publications of Louisiana Laws pertaining to wildlife, fisheries, and boating.

Instructs classes on wildlife/fisheries laws and regulations at the Wildlife and Fisheries Law Enforcement Training Academy. Conducts statewide in-service field training on implementation of statewide laws.

Reviews offense reports for completeness of information and to insure validity of criminal and civil cases.

Coordinates complex multi-state criminal investigations of state and federal violations; and, coordinates with other enforcement agencies on state and federal enforcement activities.

Determines necessity for new laws and for revisions in existing laws. Makes recommendations to department administrators attorneys, industry groups and legislators. Prepares draft of department legislation and testifies before the legislature.

Oversees the ordering of marine vessels. Inspects vessels to insure they are made according to specifications. Accepts delivery of finished products.

Assist in preparation of the Enforcement Division's budget. Approves expenditures and purchases to assure compliance with applicable requirements and constraints.

Assist in coordinating the development of long-range programs and strategic plans. Assist in the development and implementation of policies and procedures for the Enforcement Division.

Serves as a principal assistant and high-level advisor to the assistant chiefs of operations/patrol, administration, and the division administrator.

Reviews workers compensation claims in an effort to determine injury patterns and the necessity for corrective safety measures.

Directs enforcement of Title 14, 34, 56, 76, and Code of Federal Regulations related to fish, wildlife, and boating.

May serve or oversee as Director of the department?s law enforcement training academy.

Assist in directing responses to natural and man-made emergency situations. Secures areas impacted by natural, man-made, and civil disturbances.

May direct all activities of statewide special enforcement work units in the investigation of state/federal and wildlife/fisheries violations.

Plans, coordinates, and directs activities of statewide specialized wildlife enforcement units to investigate complaints of state/federal and wildlife/fisheries violations.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Eight years of experience in wildlife conservation law enforcement in the Enforcement Division of the Louisiana Department of Wildlife and Fisheries. One year of this experience must have been as a Wildlife Enforcement Captain in state service.

NECESSARY SPECIAL REQUIREMENTS:
Must possess a valid Louisiana driver's license at time of appointment.

Active Police Officers Standard of Training (POST) certification and current annual training requirements.

Qualified to be an ex officio notary public.

An applicant who has been convicted of a misdemeanor crime of domestic violence or a felony, or who is under indictment on a felony charge will be disqualified until relief from the disabilities imposed by the State and Federal laws is granted.

NOTE:
This job has special physical requirements in that the incumbent must lift heavy objects (50 lbs. or more), walk long distances, work in harsh weather conditions, fire handguns, rifles, and shotguns accurately and have the ability to operate vehicles, boats, and all-terrain vehicles while in the performance of duties.
