FUNCTION OF WORK:To serve as the principal assistant to the Transportation Permits Manager in overseeing the utilization of a complex, interactive computer permitting program for the purpose of expediting the issuance of permits for the statewide travel of oversize and overweight vehicles.
LEVEL OF WORK:SUPERVISION RECEIVED:Direct from the Transportation Permits Manager.
SUPERVISION EXERCISED:Direct over the Transportation Permits Supervisor 1?s.
JOB DISTINCTIONS:Differs from Transportation Permits Supervisor 1 by the responsibility of serving as the principal assistant to the Transportation Permits Manager.
Differs from Transportation Permits Manager by the absence of direct managerial responsibility for the statewide issuance of oversize and overweight permits and all related functions, and by serving as Appointing Authority and Section Head for the section.

Serves as principal assistant to the Transportation Permits Manager.
Advises the Transportation Permits Manager regarding program and office operations.
Oversees the training of Transportation Permits Specialists. Reviews and evaluates work of subordinates and gives technical guidance when needed.
Conducts meetings and conferences with subordinates to share ideas and resolve problems and conflicts.
Oversees the day-to-day operation of all personnel and programs for the Truck Permit Office.
Establishes productivity reporting criteria and procedures for monitoring permit specialists performance in meeting goals.
Ensures implementation of all directives of higher-level managers or administrators.
Assists in managing, directing, analyzing and coordinating activities related to the issuance of 28 different types of permits and selecting routes for movement of oversize and overweight vehicles and loads statewide.
Exercises supervisory control over the procedural issuance of all permits and directs adjustments as needed to the Transportation Permits Supervisors, Transportation Permits Specialists, and permit customers.
Assists in administrating a complex, interactive computer permitting program including authorizing users and user capabilities, and initiating and/or authorizing any changes to the system, for the purpose of expediting the issuance of permits statewide for oversize and overweight vehicles.
Provides recommendations to the Transportation Permits Manager for the disposition of permit loads that fail to meet existing permit regulations and policies.
Supervises the orientation and training of new employees and provides data and recommendations to the Transportation Permits Manager on their progress and performance.
Develops recommendations for submission to the Transportation Permits Manager of revised standards for measurement of work performance and volume of permits issued.
Assists in the implementation of operational plans and procedures during emergency conditions.
Coordinates and participates in, on a 24-hour 7-day a week basis, response to emergency calls for permits and to mattes related to permit loads.
Assists in managing an intricate and complex data processing program to ensure that revenues from permit sales are properly accounted for and collected.
Makes recommendations to discontinue permit issuance to customers that habitually violate regulations or fail to pay monthly invoices for permits.
Assists in maintaining the accounting of all permit forms and insuring their numerical sequence.
Recommends changes to existing policies and regulations.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Four years of experience in processing transportation permits.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will substitute for one year of the required experience. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
