FUNCTION OF WORK:To supervise a shift of Transportation Permits Specialists as they utilize a complex, interactive computer program for the purpose of issuing permits for the statewide travel of oversize and overweight vehicles.
LEVEL OF WORK:SUPERVISION RECEIVED:Direct from the Transportation Permits Supervisor 2.
SUPERVISION EXERCISED:Direct over Transportation Permits Specialists.
JOB DISTINCTIONS:Differs from Transportation Permits Specialists 1, 2, and 3 by having direct line supervisory responsibility.
Differs from Transportation Permits Supervisor 2 by the absence of responsibility to serve as principal assistant to the Transportation Permits Manager.

Supervises a shift of Transportation Permits Specialists in issuing 28 different types of permits for oversize and overweight truckload movements.
Approves, analyzes, formulates, and compiles routes for exceptional oversize and overweight truckloads to ensure the structural integrity of the state roads, bridges, and overpasses.
Coordinates the travel of oversize and overweight truckloads through construction zones.
Directs and approves the issuance of permits, revisions, extensions, or cancellations that occur during a shift. Approves permits over 120,000 pounds gross vehicle weight, over 90 feet in length, over 14 feet in width and/or over 14' 8"? in height require supervisor approval.
Monitors the functioning of a complex computer based permit issuing program and reports any problems to the Transportation Permits Supervisor 2.
Resolves problems of exceptional complexity associated with routes, weight distributions, and permit changes that involve in-depth discussions with permit customers.
Interprets and communicates complicated information regarding permit laws, rules and regulations to permit customers.
Provides pertinent permit related information to representatives of governmental entities to ensure their awareness of and adherence to permit regulations.
Coordinates with state and local law enforcement agencies statewide in order to help facilitate compliance of haulers in regards to rules and regulations for size and weight.
Assimilates and accurately records extensive and complicated data related to posted bridges, overpass clearances, and special road conditions onto reference maps.
Masters the location and special conditions, including nearly all overpass clearances and many posted bridges, of permit routes statewide for the purpose of expediting the permit approval process.
Participates in maintaining a 24-hour 7-days a week on call status in order to respond to calls for emergency permits and situations involving oversize and overweight load movements.
Conducts meetings and conferences with subordinates to share ideas and resolve problems and conflicts.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Three years of experience in processing transportation permits.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will substitute for one year of the required experience.
