FUNCTION OF WORK:To direct all activities of the statewide DOTD Truck Permit Section, ensuring compliance with state and federal laws and department policies and procedures.
LEVEL OF WORK:SUPERVISION RECEIVED:Broad review from the DOTD Weights and Standards Administrator.
SUPERVISION EXERCISED:Direct over Transportation Permits Supervisor 2, direct over clerical staff.
JOB DISTINCTIONS:Differs from Transportation Permits Supervisor 2 by the responsibility of having direct managerial responsibility for the statewide issuance of oversize and overweight permits and all related functions, and by serving as Appointing Authority and Section Head for the section.
Differs from the DOTD Weights and Standards Administrator by the absence of responsibility for the Weight Enforcement Division of Weights and Standards and for lack of final responsibility for analyzing agency program objectives, determining staffing levels, budget requirements, and development of agency policies.

Manages, directs, analyzes and coordinates activities related to the issuance of 28 different types of permits and selects the routes to be used for the movement of oversize and overweight vehicles and loads statewide for the purpose of protecting the structural integrity of the State?s roads and bridges.
Interviews, hires and administers the development and training of personnel for the purpose of providing for optimum functioning of the oversize/overweight permitting operation.
Testifies before legislative committees and courts, and provides certified copies of records for court proceedings and gives depositions.
Confers and corresponds on very technical and complex permit issues with customers, law enforcement, attorneys, legislators and other state and local government personnel, and truck and equipment manufacturers to explain policies and procedures, laws and regulations and to resolve problems.
Acts as technical advisor concerning the effect of current and proposed legislation on existing and future plans of the oversize/overweight permit operations. Assists in drafting legislation affecting DOTD rules and regulations, the trucking industry, and highway safety concerns and prepares fiscal notes on the effects of proposed legislation and/or rules.
Interprets all state and federal legislation for applicability to the issuance of over dimensional permits and directs the adjustment of policies and methods for compliance.
Makes decisions and recommendations relative to acceptable configurations and specifications affecting the design, manufacture, redesign, or purchase of millions of dollars worth of equipment and manufactured products like motor cranes, special trailers, heavy equipment transporters, large vessels, etc.
Directs the implementation of operational plans and procedures during emergency conditions (ex: hurricane preparedness and issuance of emergency permits for train derailments, plant shutdowns, well blowouts, etc).
Exercises ultimate authority for the disposition of permit loads that fail to meet normal permit regulations and policies under the guidelines set forth by the Administrator.
Receives, examines and approves charge account surety bonds, damage bonds and certificates of insurance to cover permit charges or damage to state property.
Exercises authority to discontinue permit privileges to customers who habitually violate regulations or do not pay on a timely basis for permits received.
Maintains a 24-hour, 7-day a week on-call status to issue emergency type permits and resolve emergency situations involving the movement of permit loads outside of normal office hours.
Performs detailed investigations and evaluations for protests of penalties issued to movers with oversize/overweight permits and makes recommendations related to resolving them properly.
Develops, changes and implements policies, procedures and revisions in regard to permit regulations that pertain to movement of oversize and overweight permit loads in or through the state.
May approve loads over 120K pounds, over 90 feet in length, over 14 feet in width and over 14"8' in height.
Makes final decision when necessary for revisions, extensions, changes and cancellations of permits when unusual circumstances occur.
Resolves problems of exceptional complexity concerning routes, permit changes with customers.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
One year of the required experience for the following minimum qualifications must have been at the supervisory level or above:
Five years of experience in processing transportation permits.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will substitute for one year of the required general experience. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
