FUNCTION OF WORK:To serve as an assistant to the Deputy Assistant Secretary of the Office of Motor Vehicles and, as such, oversee all aspects of Field Operations, Headquarters Operations or Customer Service Operations which involve issuing and reinstating drivers' licenses, identification cards and vehicle titles.
LEVEL OF WORK:SUPERVISION RECEIVED:Administrative direction from the Deputy Assistant Secretary.
SUPERVISION EXERCISED:Direct line over Motor Vehicle Manager 2.
JOB DISTINCTIONS:Differs from Motor Vehicle Manager 2 by overall responsibility for overseeing all Field, Headquarters, or Customer Services.

Directs and participates in the administration of laws, rules and regulations governing the operation and ownership of motor vehicles.
Plans, organizes, and directs Motor Vehicles Field or Headquarters Services programs.
Determines need and location of field offices or headquarters units to provide effective services to the public.
Determines availability of resources for operation of field offices or headquarters sections and recommends distribution of resources.
Prepares reports of program accomplishments and evaluations of program activities.
Serves as assistant to the Motor Vehicle Deputy Assistant Secretary.
Maintains liaisons with other local, state, and federal officials on matters relative to the administration of motor vehicle laws.
Directs implementation of field or headquarters services procedures and work processes required to accomplish activities related to issuance, suspension, revocation, and/or reinstatement of motor vehicle operators licenses, vehicle licenses, and certificates of title.
Participates in planning and developing goals, future activities and growth.
Analyzes proposed legislation and budget data and makes recommendations accordingly.
Formulates and enforces division policies and procedures.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Five years of the required experience for the following minimum qualifications must have been in the administration or enforcement of state driver's license or motor vehicle laws, which includes two years of experience at the supervisory level or above:
Possession of a high school diploma or equivalent plus seven years of experience in any field.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will substitute for one year of the general experience.
NECESSARY SPECIAL REQUIREMENT:
May be required to possess a current Louisiana driver's license at the time of appointment.
