FUNCTION OF WORK:
To serve as the chief of security responsible for implementing all security and therapeutic intervention programs for a facility.

LEVEL OF WORK:
Manager

SUPERVISION RECEIVED:
Broad review from the Chief Executive Officer (CEO), Nursing Director, or other administrative-level official.

SUPERVISION EXERCISED:
Direct over Corrections Major-Therapeutic and other subordinate security staff.

LOCATION OF WORK:
24-hour secure facilities housing judicially remanded clients.

JOB DISTINCTIONS:
Differs from Chief Executive Officer by lack of all institutional operations.
Differs from other corrections/police chief jobs by responsibility for assisting professional level staff in clinical/therapeutic programs and performing security and therapeutic functions under mental health guidelines.

Differs from Corrections Captain--Therapeutic by responsibility for serving as Chief of Security for both departments in directing the total security/therapeutic program.

EXAMPLES OF WORK:

Assists Chief Executive Officer in management, custody, and control of all clients judicially remanded to the facility and control of contraband to provide a safe environment.

Develops and revises security procedures through consultation with security staff and outside resources such as mental health agencies, corrections, and law enforcement agencies with approval of the Executive Staff.

Supervises subordinate security personnel on maximum, medium, and minimum security areas to ensure that a secure environment is provided and client care is in keeping with facility policies and procedures.

Participates in development of emergency/disaster plans and acts out plans in mock or actual disasters; requests assistance from local law enforcement agencies when emergencies arise such as developments, riots, etc. on a 24 hour basis to institutional crisis.

Requests investigations of clients and personnel matters and criminal activity; advises administration in regard to interpretation of the reports; initiates disciplinary actions or filings of criminal charges.

Participates in Professional Level Staff Committee meetings in Clinical Departments serving as consultant for Security Procedures and provides assistance to clinical staff supervising subordinate staff in clinical/therapeutic programs.

Consults with other staff members such as administrative staff or other professional staff in regard to problems and attempts to apply policies and procedures which will enhance the abilities of all concerned to perform their jobs more efficiently and render quality client care.

Institutes perimeter and grounds inspection, procedures to protect life and property; controls entrance/exit procedures, identifies personnel, enforces traffic regulations, and initiates property and personal searches.

Develops educational programs and provides instruction in training and evaluation of assigned duties.

Makes rounds of entire facility inspecting grounds, units, and observing employees providing security and client care.

Consults with administration and/or other disciplines.

Plans security operations for the facility by consulting with superiors in administration and/or consulting with subordinate security officers.

Researches alternatives by consulting those from other agencies such as other mental health agencies, correctional agencies, and law enforcement agencies.

Issues directives, both verbal and written, in regard to special instructions, changes in policy and procedure, and to provide general information.

Oversees and prepares routine reports in compliance with facility policy and procedure.

Completes performance planning evaluations and identifies educational programs which will enhance subordinates' job abilities.

Documents employee problems and confers with the Director of Nursing and the Human Resource Department regarding appropriate action.

Recommends disciplinary actions when appropriate; participates in policy making by serving as consultant to administrative staff and staff of other disciplines; serves on committees as appointed; works on special projects as assigned.

Performs related duties as assigned.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Five years of experience in a forensic, mental, correctional, or penal institution with responsibility for one of the following: security, custody, clinical care or rehabilitation of offenders. Two years of this experience must have been at the supervisory level in a forensic institution equivalent to a Corrections Captain-Therapeutic.

NECESSARY SPECIAL REQUIREMENTS:
Must have attained eighteenth birthday at time of application.

An applicant who has been convicted of a felony or who is under indictment on a felony charge will be disqualified until relief from the disabilities imposed by state and federal laws is granted.

NOTE:
A forensic institution is defined as a 24-hour secure facility providing treatment to judicially remanded clients.
