To perform detailed and complex policy planning, research and analysis involving a wide range of issues for a state agency.

Broad from the Policy Planner 4 or higher level professional.

JOB DISTINCTIONS:
Differs from the Policy Planner 2 by performance of more detailed and complex policy planning, research and analysis involving a wide range of
issues for a state agency.

Differs from the Policy Planner 4 by the absence of project management responsibility.

Directs or performs the identification and evaluation of policies in both broad and specific categories, utilizing revised statutes and legislative acts, executive orders, executive budgets, department policy statements, citizen advisory group recommendations and special Commission reports.

Directs special policy research projects involving needs assessment surveys, issue identification surveys, special purpose questionnaires, citizens participation components, collection and analysis of model legislation and comparable data from other states.

Makes assignments, sets priorities and evaluates job performances of subordinate staff members.

Directs cost-benefit analyses of proposed policy and program alternatives.

Directs trend evaluation and long-range forecasting based on statistical analysis.

Directs staff support functions and policy research activities for Governor's special purpose Commissions and task forces.

Directs evaluation of agency plans, review of federal grant applications having statewide impact or applications for permits requiring State Planning Office review.

Negotiates with federal and state agencies to secure grants and contract work for agency.

Coordinates collection of information and development of specialized databases.

Directs preparation of administrative and/or planning recommendations for use by state agencies and local governmental units relative to department systems, facilities, services, etc.

Monitors technical studies and consultant projects and authorizes payment for services.

Makes public presentations on behalf of agency; testifies before legislative committees; and represents agency and state on state and national organizations and commissions.

Maintains awareness of current professional planning, research and analysis developments and improvements; maintains awareness of current issues and events affecting assigned policy areas.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Six years of experience in policy planning; OR

Six years of full-time work experience in any field plus three years of experience in policy planning; OR

A bachelor's degree plus three years of experience in policy planning; OR

An advanced degree plus two years of experience in policy planning.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
